No greater or more important factor than the railroad, is to be found in the industrial promotion of the country, and on the other side no influence is more potent to work hardships upon a community, than this same rail road. Railroad rate regulation has been a subject for newspaper and political controversy for some time, and yet it is impossible to see or say that there has grown out of this controversy any real good, or that the public which is concerned equally as the railroad, has found that even through political help, it has secured any real benefits." State corporations have been elected whose members were both for railroad interests,, and those favoring the peo ple's interests. The first would natur ally turn towards rates, that already prevailed, as being just, while those commissioners elected on strictly poli tical grounds, would seek to overthrow existing rates and get others much lower. In either case there is a confessed failure to secure satisfactory results, for the commissioners on both sides, who c election was cither due to railroad inll.ienco, or through politics, were handicapped lo secure actual good ef fects, because on whichever side they might be, their judgments were preju diced and affected by oxterior causes, which could not but make this discharge of their official duties biased and par tial, instead of being clear and without leanings towards either side. Fixing of rates for transportation is well known through Supreme court de cisions to be a legislative act, and while the courts in some States have declared that this authority may be delegated to un administrative body, yet the reasonableness of this decision, in relegating such a power, that the regulation of railroad rates be given to Corporation Commission of a State, can Im seriously questioned. So fur as instances are known, where a State Commission has exercised this power, the results are not seen to be satisfactory, Texas, Georgia and Iowa, in their experiences prove that instead of benefits, it has been otherwise. Where is the safe and just middle ground, that shall secure both equity to the railroad, and give the people rates which shall enable them to do business, placing all who do business with railroads upon a non-competitive. basis, without favored rebate or spec lal discriminations? There was a large attendance and the meeting was interesting and Instructive. The morn ing session was devoted to organization and other business and some of the sub jecta were discussed. Mr. O. H, Weth erington presided. ' The todies served a basket dinner on the lawn in front of the church and this feature was a most enjoyable part of the program. It was a bounteous and very appetizing spread. It was hoped that Rev. G. T. Adams would be present to make an address but was unable to be there. His ah sence was very much regretted. Rev. R. B. John made a very helpful and interesting talk on building up and sus taining Sunday schools. Ex-Sheriff W. B. Lane in his felicitous and humorous manner made a few remarks that were very much appreciated, the address was full of practical suggestions on Sunday school topics. After the discussions were over the members were grouped on the lawn and Mrs. Bayard Wootten took their pic ture. They then adjourned to see a base ball game between two neighbor ing teams.
