The local co opera tive weakness is to be noted at every public meeting. There should be live hundred present, it is con sidered a crowd if one hundred are out. The small crowd may force the matter at hand to a suc cessful conclusion and the entire city acquiesce, but the success ofH one hundred is not that of five hundred, and great community gains are not to be secured through a handful of its citizens.
