THE JOURNAL. ,NEW BERNE, N. C, JULY 7, 1882, i' - , . -- Ent. red at the Post office at New Heme, N C. . . as second-class matt'r. Mecklenburg Declaration of f Independence. A correspondent of tlie New York Sun from Washington City pi nohncea the Mecklenburg Dechiiu tion of Independence u canard, and reproduces the letters of Adams and Jefl'erson written over sixty years ago in reference to this sbjeet. Of course it is rank trea sou for a North (Juroliua paper to acqniese in such a view, lmt the Journal has taken a similar posi tion heretofore, and as a matter of curiosity we publish the Adams Jefferson letters. ;4We are satisfied that there was a (local)' Mecklenburg Declaration of Independence on May 20 1875, but it was not a State matter and the State of North Carolina deserves no particular credit for it. The fol lowing extract from the Sun will be interesting: . To Tins Editor of Tiik Sun Si: On the 20th of May last the '-hundred, and seventh anniversary of the so-called Mecklenburg Dec laration of Independence of 1 775 was celebrated at Charlotte X. C, attended by several distinguished gentlemen, including at least one Senator . from another State. J undertake now to prove that the aforesaid Declaration of indepen dence is a clumsy canard. Its first publication wa in the year lSlt), as will appear from the following cor resoudence: .- JOHN1 ADAMS TO THOMAS .TEK- ... ferson. , QuiNCY, June 22, 1819. May I enclose 'you one of the greatest curiosities and one of the deepest mysteries that ever oc curred to me! It is entitled the "Raleigh Register Declaration of independence." How is it possible that this paper should have w concealed from me to thisyttiiy? Had it been communicatedVto me in the time of it, I know, if yon do not know, that it would have been printed in every Whig newspaper upon this continent. You know that if I had possessed it I would have made the hall of Congress . echo and re-echo with it fifteen months before your Declaration of Independence. What a poor, ignorant,-malicious, short-sighted, crapulous mass is Tom Taine's "Common Sense," in .comparison with this paper! Had I known it, I would liave commented upon it from the day you entered Congress till the Tourth of July, 177G. The genuine sense of America at that moment was never so well ex pressed, nor since. Richard Cas well, William Hooper, and Joseph Hewes, the then Representatives of North Carolina in Congress, you knew as well as I, and yon know that the unanimity of the States finally depended on the vote of Joseph Hewes, and was finally de termined by him. And yet history ! is to ascribe the Revolution to Thomas Paine ! Sat verhm sapi euti. THOMAS s JEFFERSON TO JOHN !--: ADAMS. MONTICELLO, July 0, 1811). I am in debt to you for yonr let ters of May the 21st, 27th, and .June, the 22d. Rut what has at tracted my peculiar notice is the paper from Mecklenburg County of North, Carolina, published m the Essex Register, which you were so kind as to enclose in your last of June 22. And yon seem to think it genuine. I believe it spurious. I deem it to be a very unjustifiable . quia like that of the volcano, so minutely related to us as having broken out in North Carolina some half dozen years ago, in that part of the country, and perhaps in t hat very county of Mecklenburg, for I do not remember its precise locali ty. If this paper be really taken from the Raleigh Register, as quo ted, I wonder it should have es- caped Ritchie, who culls what " is good lrom every paper, as the .lee from every flower, and the Xution al IntelligeaetTs, too, which is edited by u North Carolinian, and that the tire should blaze .out all at out e in Kssex Mass., 1,000 miles from where the spark is said to have fal len. Rut if really taken from the Raleigh L'eyistcr, who is the narra tor; and is the name subscribed real, or is it as ficticious as the name itself? It appeals, too, to Mr. Alexander, who is dead, to a joint letter from Caswell, Hughes, and Hooper, all dead, to a copy sent to the dead Caswell, and another sent to Dr. Williamson, now probably dead, whose memory did not recollect, in the history he has written of North Carolina , this gigantic step of its county of Meck lenburg. 1 lorry, too, is silent in his history of Cen. Marion, whose scene of action was the country bordering on Mecklenburg. Rain say, 'Marshall, Jones, Cirardin,' Wirt, historians of the adjacent States, all silent. When Mr". Pat rick Henry's resolutions, far short of independence March, 1775, flew like lightning through every paper, and kindled both sides of the Atlantic, this ilaming -declaration of the same date, of the inde pendence of Mecklenburg County, of North Carolina, absolving it from Rritish allegiance, and ab juring all political connection, with that nation, although sent to Con gress, too, is never heard of. It is not known even si. twelvemonth af ter; when a similar proposition is first made in (hat body. Armed with this bold example, would not you have addressed our t imid brethren in peals of thunder, on their tardy fears ? Would not every -"advocate - of independence have rung the glories -of Mecklen burg County, in North Carolina, in the ears of the doubting Dickinson and others,' who hung so heavily on us t Yet t lie example of Mecklen burg County, in 'North Carolina, was never once quoted. The pa per speaks, too, of the. continued exertions of their delegat ion, Cas well, Hooper, Hughes 'Newels, 'in the cause of liberty and independ ence." Now,- you remember as well as I do that we had not a great er Tory in Congress than Hooper; that Hughes was very'- wavering', sometimes firm, sometimes feeble, according as the day was dear or cloudy; that Caswell, indeed, was a good Whig, and kept these gentle men to the notch , while he was present; but that ho' left us soon, and their line .of coudiict - became then uncertain until Tenii came, Who fixed Hughes anittJiCvVole of that State. 1 must not be under stood as suggesting any doubtful ness in the State of North .Carolina." No State was more fixed .'or for ward. Nor do I affirm positively that this paper is a fabrication be cause the proof of a negative can only be presumptive. Rut 1 shall believe it such until positive and solemn proof of its authenticity shall' be produced. And if the name of McKnitt be real, and not a part of the fabrication, it needs a vindication by the production of such proof. -For the present! must bean imbelieyer in the apocrvuhul gospel TIiclMh correspondent adds the fotfowing : The Mecklenburg resolutions pur port to have been signed by Abra ham Alexander, Chairman; John McKnitt Alexander, Secretary, Ephraim Brevard, and twenty-four others. Jefl'erson in his letter men tions only McKnitt (sic); has not Alexander been added since Rut it may bo asked, Is there not a possible basis of fact for these seemingly apocryphal proceedings at Mecklenburg! Yes, and it is doubtful whether either Jefferson or Adams was aware of what ac tually occurred at Charlotte, N. C, about that time. On tho'JJlst of May, 1775, a county committee met and passed a preamble and twenty resolutions of a revolutionary char acter, but containing no language paralleling with the Declaration of Independence, These - resolutions were signed by. "Eph.' Brevard, Clerk of the Committee," and were printed in the South Carolina Gazette of June, 1775. On the 20th of June Gov. Martin transmitted a copy to the Secretary of State at Loudon, saying: The minutes of a council held at this place the other day will make the impotence of Government here as apparent to your lordship as any thing I can set before you. The resolves of the Committee of Mecklenburg, which your lordship Will find in the enclosed newspaper, surpass all the horrid and treason able publications that the inflamma tory spirits of the continent have yet produced. A copy of these resolves was sent off, I am informed, by express to the Con gress at Philadelphia as soon as they were passed in the committee. This letter was procurred from London by the lion. Geo. Bancroft, and furnished for Wheeler's "His tory of North Ca rolida" (1 85 1 ). As early-as 1842 Wheeler had ac cepted tlie Mecklenburg Declara tion of Independence as authentic, but from the let ter of Gov, Martin, June 30, 1775, it appears that he .(Martin)kuew nothing of it. He was alarmed only at the Humid and treasonable" resolutions of May 31, signed by "Eph. Brevard. Clerk of the Committee," whom Wheeler makes to be the author of the Declaration of May 20th, Wheeler endorses the authenticity of the Declaration, but Bancroft dodges the question. The fact that Jefferson and Adams never heard of it until 1811), and that it parallels so closely with the Declaration of 1770, is sufficient presumptive proof of its being a canard. But the published pro ceedings of May 31, 1775, together with Gov. Martin's letter in refer ence thereto, .first published in 1851, leave no reasonable doubt of the fraud. W. H. B. Washington, 1).
