The secretary of each subordinate grauge, or some one he may designate, w ill br appointed by this committee as the duly cjuahlied oflioer, who shall be known and recognized as the head of the lands and homes department for bis respective grange and the tern tory it covers, ;ind ho shall be k now n as the commissioner of lands aud homes. Second. His duty will be that of listing lands belonging to any brother member who may lie desir ous of depositing of part or allot his property and the care of those who may be sent, to look at lamb with a lew ol buying, lie will b expected to meet, the land buyer at the nearest railroad station, and to carry him to his own home and shew him such courtesy & may Ik within bis power. Besides the compensation hereinalter named he shall charge the prospectors, or visiting brothers from the North (ho following amounts, which must be collected from the prospector: Jioard aud lodging per uav one dollar, use of horse aud buggy go ing to and Iroin nearest station aud while show ing land for sale at the rate of 'one dollar per day. These amounts are in every in stance to be collected before tbe visitor leaves the home of the commissioner of lands and homes. The commissioner of lands and homes will be charged with the further duty ol doing all in bis power to encourage the establish ment of manufacturing enterprises by inducing the people to offer tracts of land and as much money as they can afford as a bonus to persons who will come in and establish factories. Persons owning three to four hundred acres of land can well afford to give fifty to one hundred acres free of charge, and tbe citizens in the neigborhood would do well to make up a sum of money to offer to any responsible party who wonld come in and establish a factory suitable to the location, to cost not less than from ten to twenty thousand dollars. The citizens of towns near by will, no doubt, be glad to offer induce ments to factories. The establish ment of manufacturing enterprises will be of great advantage to the farming classes, as they will give a home market for farm products. The factories of the New EDgland States have been the means of en rich ing the farmers, and without them the farmers of that section could not possibly make living from their rocky, hilly lands, which are covered with snow" and ice al most six months oat of twelve.
