The Senate met pursuant to ad journment Prayer by Eev, Mr. Foster, of the Christian Church. The morning hoar was consumed in the presentation of petitions, bills and resolutions, and reports from standing committees. Mr. Payne introduced a bill to amend the fVinftf.itntinn if 'n-k Carolina as follows: lat, To prevent any member of a General Assembly which creates an office to be liihiA or appointed to the first term of that office. 2d, To make the Com missioner of Agriculture Const i tatioaal officer of equal dignity with the Secretary of State and other officers of State and elected by the people. 3d, To make the term of office of Governor and other State officers to begin on the third Wednesday after the first Monday in January, so that the (ieneral Assembly can count the Superintendent of Public Instrnc tion and now resume the subject. Taa report says : 'Under the second bead I reoom mend "1. That the law be so amended aa to require the condemnation of houses that may be unnt for use and the construction of better ones." It is not necessary to ail J to our remarks of yesterday (urther than to emphasise the fact that comfort is essential to study. No child can properly prepare a lesson when he la tortured by physicical suffering. Tbe difference in the cost of a good boose and a poor one is sometimes very great. A good bouse might cost several hundred dollars ; a poor house might cost tbe lives of several children. "2. The establishment of a thor oagh system of county institutes and examination of teachers, aud that ill teachers be required to at teaa tie institutes. M3. The establishment for whites oi teachers' training schools, and appropriation for this nnrnnsA and ioVthS Bounty institutes of 110,000 per annum. "This sum is only $12,000 more than is now appropriated lor the five colored normal schools. "a. The abolition of the present summer normal schools for the whites, which are now costing about $5,000 per annum. The system of connty institutes and examination, and tbe training school recommended above, will d6 more good." Tie above paragraphs recom neijij the exchanging of one system for another. It is impossible that any extended system of education should at first be perfect in its details. All wise men learn in tbe school of experience, and only fools stand by systems that experience has shown to be incapable of ac complishing the object of their creation. That the normal schools are failure is the concurrent testi- moay ot those who are competent to past judgment upon them, and oar excellent Superintendent does well to recommend their abolition. "The system of connty institutes and the training school recom mended above, will do much more good." The Superintendent further recommends! "0. More active supervision by county superinten dents, and such pay as will secure the services of competent men for this work everywhere; and authori ty on the part of the State Board of Education to dismiss them from office and appoint others in their place in case they prove incompe tent or neglectful." We consider this recommenda tion of great importance.
