This enormous sum was not named in the statement of 1889 for the reason that at that time the Demo crats did not Include - the gold reserve, the subsidiary ' coin! and other funds in their statement of available cash la :tbe Treasury. If the same form of statement used by the Demo crats had been retained, it, would have shown that there was not a dollar ' of available cash in the Treasury. , i The statement goes on to show that from July 1. 1894 to the close of the Harrison administration the Treasury was practicalty bankrupt; The last statement issued in 1893 places the net cash balance at 134, 128,087.88 and of this amount 111,- 497,839,74, 4 was subsidiary coin, The Bepublioan administration had started with hundreds of millions and would op with dimes and niokles. The need for an issuance of bonds .was apparent long before the close of the admin- titration, but - Mr. Harrison pre ferred turning ' over a bankrupt Treasury to his successor rather than .call attention to the misman age meat which had brought abeut non aisaetroiu resoius." ' i In summing up the differences in the financial ' management f of the two administrations the state ment shows - that, including the gold reserve, the Democrats turn ed over to Harrison $220,848,916.12 as available cash, while four years latter the Bepublioans turned over to Democrats but f ip,9a,20.78, havin k reduced the aooaJled surplus 1167,630,7281.
