TWENTY FOURTH JUDICIAL DISTRICT. NORTH CAROLINA ORDER re Excuses from Jury Service The General Assembly of the Slate of North Carolina has de clared “the public pol.cy of this State to be that jury service is the solemn obligation of ail qual ified c tizens, and that excuses from the d.scharge of this re sponsibility should be granted only for reasons of compell.ng personal hardship or because re quiring serv.ce would be contra ry to the public welfare, health, or safety." To carry out that public policy in the Twenty-Fourth Judic al , District comprising the Counties of Aveiy, Mad sen, Mitchell, Wa tauga and Yancey the unders gn ed Resident Superior Court Judge — ORDERS: 1) That the Sheriff of each of said counties shall summon all prospective jurors at least 15 days before the session of court for whch they are to appear for jury service and that the Sheriff shall inform all prospec tive jurors afr the time they are summoned as to the method, time, place and before whom they may present appLcations for excuses from jury service, 2) That written applications mAy be made on forms obtained from the Sheriff or the Clerk of the Court, or appl cations may be made orally. Written applica tions shall he filed with the Clerk of the Court at least 10 days be fore the session beg’ns. Oral ap pl:cations mav be made in open court before the pressing judge on the first day of the session after the Clerk calls the list of Jurors. Applications fled with the Clerk shall be forthwith de livered to the Suoerior C'Mirt Judge holding courts of the Dis trict, Resident Superior Court Judge or the Superior Court Jud ge assigned to hold the session at which the jurors are summon ed to serve; that said Judges are hereby designated to hear and pass on such applications and cause each juror to be notH.ed as to the rulingl on his applica tion. 3) That the Clerk of die Super ior Court of each of said coun tes shall post a copy of this Order on the bulletin board at __ the courthouse door and keep it posted until further orders of this Court and shall forthwith have a copy of ths Order pub lished once a week for two suc cessve weeks in a newspaper of county-wide circulation in the County. Th s tax replaces the Federal Tax on transfers of real estate which- has been repealed by Congress, effective January l, 1968. The North Carolina Exc se Stamp Tax appltes to all trans fers of an interest in real estate for whch consideration in prop '. ■;* or money is given in ex change, except a lease for a term of years, mortgage or deed of trust The excise tax stamo can only be obta'ned at the Register of Deeds Office, and must be plac ed on the instrument of convey ance before it can be recorded The tax is at the rate of ,50c on each $500.00 or fractional part thereof, cf the value of the in the rate beng 1 tenth of one percent of the value given round ed to the nearest $500.00. Stamps at thrs rate, on the value ac tually given for the interest in real estate is required, and the Register of Deeds is authorized to require affidavits from the buyer and seller if there is a reason to bel eve that an insuffi cient amount of stamps have been placed on the instrument of conveyance.
