Kinston CHy Council Vetoes Firemen Onion Alter Heoring Union's Requests Monday night the Kinston City Council flatly refused to nego tiate with or recognize a union that claims to have about 80 per cent of the members of the members of the Kinston .Fire Department signed up. Attorney Everett Wootei), spokesman for the Kinston Fire fighters Association, stressed that there was no threat of a strike by the union, but he read a long list of union demands, which included: 1. Recognition of the associa tion as the only bargaining agent for the department. 2. An immediate 25 per cent pay increase for all firemen. 3. Naming of a committee in cluding two cotdicilmen and the •firechief to discuss the recom mendations. 4. Institution of a workable grievance procedure. 5. No loss of benefits to re tired firemen when their eligi bility for social security begins. 6. Use of Station No. 1 as a meeting place for the union. 7. Payment 'by the city of all hospitalization insurance for fire men and their families. 8. Maintain at city expense $15,000 life insurance on each fireman, permitting firemen to retain $7500 of that insurance cm retirement. 9. Payment of a minimum of two hours at time-and-a-half rat es for any off-duty call to any firemen. > 10. Leaves to dttend funerals not being charged against any other leaves firemen regularly get. 11. Fourteen days military leave with pay each year for fireman. 12. Immediate reduction of the work-week from 72 to 56 hours. 13. Promotions be based on recommendations of the chief, assistant chief and three panel members appointed by the union. 14. Individual firemen be per mitted to present grievances. 15. That the city deduct union dues and turn them over to the union. ' 16. That other clothing such as necessary shoes be furnished by city. 17. That firemen assigned to temporary duty pet the pay scale for that job, unless it is lower than their regular pay scale. 18. That the city pay firemen a longevity allowance of one per cent of their base salary after two years, 2.5 per cent after five years, 4 per cent after 10 years, five per cent after 15 years and six per cent after 20 years. 19. That vacations be expand ed to include 14 days for all fire men with up to five years ten ure and that one additional day of paid vacation be added for each further year of employ ment up to a maximum of 30 days paid vacation per year. 20. That all resolutions and directives of the city council —and the eity manager pertaining to firemen be posted on the bul letin boards of all fire stations. 21. that the employment of new firemen be controlled by the same board designated to ap prove promotions with the addi tion of the department’s train ing officer and that all newly employed firemen have a re evaluation at the end of six months probationary work by the same group. Council's Answer The City Council’s answer was as follows: “The City of Kins ton hereby declares a statement of policy concerning employer employee relations ap follows: The City of Kinston under and by virtue of Chapter 95, Sec tion 96 of the General Statutes of the State of Norh Carolina will not negotiate for or enter into any agreement or contract between the City of Kinston and any labor union, trade union or labor organization as bargain ing agent for any of its munici pal employees since the same is declared to be against the public policy of the State of North Carolina and is illegal, unlawful void and of no effect. It is the policy, of. the City of Kinston to permit and encour age employees' to offer recom mendations, suggestions and grievances regarding their work by communicating to their de partmental superiors f6r trans mittal to the city manager and city council for their considera tion. Said procedure shall foe followed not withstanding per sonal grievances of the depart mental superior concerning same. Although his recommenda tions may be solicited by the city manager and the city council. The City of Kinston will not rec ognize any labor union, trade union labor organization or rep resentative thereof within any department as collective bar gaining agent for the employees of said department. > DEATHS Elbert Hughes Foy Funeral services were held Saturday for Elbert Hughes Foy, 51, of Trenton route 2, who died last Thursday afternoon. Mr*. Retha Mae Sutton Funeral services were held Sunday for Mrs. Retha Mae Sut ton, 71, of Kinston route 1 who died last Tuesday. Mies Genevieve Maxwell Funeral services were held Monday for Miss Genevieve Max well, 89, of Pink Hill route 2, who died Saturday afternoon. Josh Dawson Farms Sold Saturday for $231 600 to Four Saturday at public auction four tracts of land belonging to the Estate of Joshua Dawson were bid in by four buyers for a total of $231,600. Dr. Simmons Patrick of Kins ton l>id in the largest of the four tracts for $142,100, Rodney Knowles bid in a 31-acre tract joining the Falling Creek Golf Course for $40,000, Horace King bid in a 22-acre tract for $22,500 and Tommy Nethercutt bid in a 31-acre tract for $27,0Q0.
