Rurke Says RaleighThe increase purchas ing power of the dollar. enabling (hr State departments and institutions to purchase practically all their supplies at from 15 to 25 per cent lower prices than they could a year ago, will take rare of about half of the *0 per cent cut in the budget ordered by the Budget Bureau, Hen ry Burke, director of the Budget said. ‘ No necessary state service ts be ing cut, or hampered because less funds are available.'' Mr. Burke ad ded. "Every department of the state, except the health department could operate permanently on the present basis without any impairment of ef ficiency, and the health department will not be hampered to work for a year under the present condition'. "It must be borne in mind that all the departments had their appropri ations cut 10 per cent last year, and that this year they are actually op erating under 10 per cent less money than they were organized to oper ate on. They have never been able to spend the full amounts which were appropriated by the 1929 legis lature. If they had we would have a deficit todav," the budget direc tor said,. On the basis of preliminary re ports, Mr. Burke outlined some of the methods department heads have adopted to reduce the budget The Health department, faced with an actual cut of 30 per cent, because no cut was made last year, has dismiss ed 23 employes, all of whom have found other jobs, The work is be ing carried on because of the will ingness of the remaining employes in the department to double up. and do extra work for the duration or the emergency; but this , cannot be continued on a permanent basis The department of revenue has dismissed seven stenographers, all but one of which has secured an other position. No additional bur den is being on the remaining staff, as tHefe' are less taxes for the de partment to collect this year, than there were at the time these ste nographers and clerks were hired. The department of labor and printing has closed employment of fices in Greensboro and Winston Salem. All other state departments are functioning as they always have, without reductions in staff or re duced salaries. Soipe of these de partments last year saved more than the required 10 per cent, and were already on the basis of a 20 per cent reduction. The required savings in the ed ucational institutions are being made largely bv an increase in the teaching load, the professors pre ferring to have larger classes, rath er than take salary cuts so more professors could be hired to meet the demands of increased enroll ment. "With the purchasing power of the dollar going up from about fiO cents last year, to 68 cents this | year, we are approaching the time [ when all state expenses will be per manently lowered.” Mr. Burke said "It is very unlikely that the appro priations made by the 1931 general assembly will be as large as those ! made in 1929, but they will be near-! er in line with the amounts now actually being spent. Every busi ness in the state is now operating at lower costs than It was two years ago, and the state will do the same thing." “Lots of money ran be saved when.I the department.' heads realize that j they are working under a progratn of economy, and save a dollar or two in minor Items, which all to gether, in alt the departments, will amount to a great deal," Mr. Burke added.
