Widespread epidemics have created emergencies which have all but exhausted the funds available in many of the 2800 chapters that reach into every home in America, At this time, interested workers are seeking to raise an epidemic emer gency fund to assist in meeting the exceptionally heavy expenditures of this year. This should not be con fused with the annual March of Dimes, which has financed research and education and" assisted the Na tional Headquarters to make needed money available to communities so hard-hit that local funds are wiped out. Nevertheless, when a full-scale epidemic hits any section of the country, it is practically impossible for a local chapter to take caro of the situation. National Head quarters then shoulders the chapter's financial burdens for the remainder of the year. The emergency campaign to raise funds is an exceptional effort, nec essitated by this year's widespread in cidence of polio. The money raised will go into a national epidemic fund, to be available to every state and county where victims require assist ance that only money will provide, Some of the money, according to Na tional Headquarters, will pay hospital expenses of those unable to pay for themselves, to mobilize medical and technical personnel at points of need and to purchase the special equipment needed in the treatment of this dread disease. Money given to this special drive will be translated into service to thousands of youngsters who need help now and to the many who will continue to need help for months and years to come. A contribution might, mesn the difference between life and death to some child. That is why the contribution of every person is im portant. Readers of The Weekly who wish to contribute to this emergency fund should send in their contributions im mediately. Simply put it in an en velope and mail to "POLIO," care of your local postoffice. Schools Serve Democracy With the opening of the schools of Perquimans County, it might be "well for parents and ' teachers to do a little thinking about the pupils that present problems to both of them. Children going to a school system should not be regarded as raw mater ial to be subjected to certain definite processes in the expectation that the finished product can be certain or standardized. Factors of inheritance and environment combine to make each child a special subject requiring more or less individualized treatment. Parents, who expect a school and its teachers to take a rough specimen of untrained humanity and develop it into a polished human being, are, look ing for a great deal. They must not expert the school to take the place of home and the church. The guidance that a teacher can give a pupil is valuable and necessary, but it should not and cannot replace entirely all functions of the parents. Teachers on the other hand,facing a mass of littl human beings in their classrooms, should not overlook the importance of identifying each pupil as a separate and distinct human en tity. The good teacher is not a mass worker. There must be the recogni tion of the peculiar difficulties that confronts each student, together with an intelligent tolerance for the child if the greatest improvement in the individual is to be secured. Naturally, we are very proud of the school '! system of this community. Along with millions of other Ameri cans, we thoroughly endorse the com mon schools which offer educational opportunities to all children upon Because of the reduced budget for the office of the Housing Expediter, the Elizabeth City rent office at Room 211, Kramer Building, has been closed effective September 15, and the ad' ministration of rent control in this areas has been taken over by the Hampton Roads Rental Area in Nor folk, Virginia. In addition to the Elizabeth City office, 39 other rent offices in the Fourth Region have been likewise closed. In closing these offices, how ever, there will be no change in the agency s policy ox maintaining ef fective rent control. It is the pur pose to give every possible assistance to landlords and tenants in obtaining their rights under the law and in dc- ng this, rent control clinics will be conducted m Elizabeth City each Thursday, beginning September 29, when a representative from the Hampton Roads Area rent office will be in the auditorium of the Agricul tural Building, which adjoin the Court House on Main Street, from 10 A. M. to 2 P. M. Landlords and tenants are invited o take advantage of this assistance in their rent problems. , Persons who are unable to see the rent representative while he is in Elizabeth City may transact their business by writing the Hampton Roads Defense Rental Area, using this address: Room 300, Portlock Building, Norfolk, Va. The local Rent Advisory Board for the Elizabeth City area is being asked to meet regularly and make recom mendations for improvement of ser vice as well as to hear individual rent cases. The Elizabeth City rent area consists of the counties of Pasquo tank and Chowan, including the cities of Elizabeth City and Edenton.
