Jones (D-N.C.) a potentially significant move toward food stamp reform occurred this week in the House Agriculture Commit tee. " , . . - 4 In that move, the commit tee adopted an amendment sponsored by Jones which requires a token sharing by States two percent in the overall benefit costs of the food - stamp program, ith a comparable lessening in federal ,. funding re quirements. . "Up to this point," Jones . emphasized, "we have had the unusual situation of a program -administered jointly by the States and the federal government, yet with the federal government paying the entire benefit costs. Any management analyst will tell you that is , not good business; funding "'should go hand in hand with -administration. ''Certainly the States have been struggling manfully with a program which has many statutory loopholes, and we are trying to fix that as well. "The food stamp program has one of the worst track records of any public . assistance program, with error rates exceeding 45 percent. Millions of dollars in tax funds are unac counted for; fraud and abuse go largely un controlled." ' "By providing a 98 per cent two percent sharing ratio, we may have begun to build in some additional in centive for management im provements in the day-today administration of this program. At the same time, the amount which we have selected to percent should not be unreasonable burden upon the States, and offsetting requirements will, of course occur federal ly."' The, real savings, however," Jones concluded, "hopefully will come in the improved management of the program. Just $1 in sav ings per person per month means an overall savings of $228 million nationally. Those are the kinds of sav ings that the taxpayer has come to expect, and we must everything possible, both legislatively and ad ministratively to bring this program under control." CONTRACT AWARDED - At the Mon day morning meeting of the Perquimans County Board of Commissioners, the awarding of a contract for the digging of three deep wells in Perquimans County was the main order of business. Listen ing to the discussion are (left to right) Commissioners Award Contract For Water Wells The main order of business acted on by the Perquimans County Board of Com missioners at their Monday morning meeting was the awarding of a contract for digging three deep wells in the Belvidere section of the county for the county-wide water system. Members of the Board voted to award the contract to Magette Well & Pump Company of Ahoskie, N.C. in the amount of $41,760. Drilling of those three 300 gallon per minute deep wells should Haste Reappointed One local man was among the appointments named recently by Governor Jim Holshouser to various Boards and Commissions associated with the N.C. Department of Natural and Economic Resources. The Governor reappointed five members and named three new members to the Coastal Resources Commis sion. Kitrell commended Eure lor the active part he has had in the North Carolina Seedsmen's Association and also in the North Carolina Crop Im provement. Eure is a resident of Rt. 3, I.;:jrd. Douglas Powell of T.ERIE The Perquimans Weekly has started its fiscal year with a pledge to serve its advertisers and readers more completely than at any other time in its history. ; With the new year subscription rates will be $7.50 annually. This is the first subscription rate in crease in recent memory. The Perquimans Weekly has held its $5 per year rate even as many other weekly 1f I. V v start within six weeks. Only one other bid for the project was submitted to the County Commissioners, that being from Layne Atlantic Company of Norfolk, Va. in the total amount of $82,500. The .ontract for the water main and elevated tanks are planned for adver tisement in September in the news media. The financing of the systems is being aided by the Farmer's Home Ad ministration under the guidance of Melvin Howell, County Supervisor and the State of North Carolina. The new appointees to the Coastal Resources Commis sion are: Randolph Thomas of Jacksonville, an Onslow County Commissioner. Jerry W. Hardesty of Moyock, chairman of the Agricultural Extension Ser vice in Currituck County. And Dr. Arthur W. Cooper of Raleigh, former Assistant Secretary of the Depart ment of Natural and Economic Resources. HASTE JR. Weekly Expands Services newspapers adjusted their cost to higher levels. During the past year the Perquimans Weekly added Mrs. Freda Nelson to its staff to serve in circulation and subscriber services. This is the first time the local newspaper has had a circulation manager, ? ' ' Also during the past year; the Perquimans Weekly ex panded its facilities on Courthouse Square, more than doubling its working Board Of Education Approves Policies By KATHY M. NEWBERN Several policy matters were among the items on the agenda for the Monday night meeting of the Per quimans County Board of Education. The Board established a sick leave policy for all pro fessional and non-profession personnel. Those employes employed less than 12 mon ths are entitled to .83 sick leave days per month. And employes of 12 months are entitled to ten days per month for sick leave. The Board also approved a policy associated with students who drop out of Perquimans County High School and then enroll in the learning laboratory at the College of the Albemarle. A policy was also established in line with a state policy on travel and, subsistance. Concerning attendance of students at Perquimans High School, the Board adopted a policy which states that a student cannot be absent- more than 20 days, other than excused absences by doctors, and still receive credit for course work. In other policy action, the Perquimans County Board of Education adopted the reinstatement of mid-term and final examinations at Perquimans County High School effective for the 1976-77 school year. The local Board also adopted a Title IX Sex Equality in Education policy. In personnel action, the Board of Education ac cepted the resignation of Brenda Hollowell as art teacher at Perquimans High School and approved the employment of John Lavezzo as art teacher at Perquimans High. The Board approved the employment of Henry Felton asassistant principal at Perquimans County High School and also approved the employment of Shelton Davis as the social studies teacher at the high school. The Board discussed several school program areas including the staff development activities teachers have recently been involved in. These included the ememplary reading pro ject; participation by teachers in the Early Childhood Institute; and the Summer Occupational Con ferences that several oc cupational teachers are par ticipating in. In other discussion, the Board discussed the fact that in the upcoming year, Perquimans County schools will be sharing a school psychologist with Gates, Pasquotank and Chowan counties. It was announced that the total pre-registration for enrollment in the kindergarten program for the 1976-77 year has reached 102. Parents of students wishing to attend kindergarten in the fall are reminded that pre registration is still open and school officials need this pre-registration information in order to be prepared for the total enrollment. space to better serve the community. . Each' issue The Board of Education accepted a milk bid from Maola Milk Company to pro vide one-half pints of plain and chocolate milk for the 1976-77 school year at a cost of .0950 per carton. Lunch costs for the up coming school year were also discussed and the Board approved the follow ing: lunches for students in kindergarten through eighth grade will remain the same at 50 cents per plate; a charge of 55 cents per lunch plate will apply to students in grades nine through 12; and adult lunch plates will cost 70 cents each. Student and adult milk costs will re main the same. The Board of Education also approved participation in a non-food assistance pro gram to purchase a freezer for Perquimans High School. The local Board of Education will share the cost with the State; the local Federal Funding Applications Due RALEIGH Applications for federal funds totaling $107,492 for multi-purpose senior citizens centers will be taken by the State Office for Aging and area agencies on aging through Aug. 13. These funds are available through Title V or the older Americans Act. They are in tended for acquisition, alteration, and renovation of buildings to be used as multi-purpose senior citizen centers geared to the delivery of healthsocial, educational and recrea tional service to the elderly . Under school insurance, the Board approved coverage with Pilot Life for the 1976-77 school year at a student cost of $3.50 and $26 for 24-hour coverage. In other business, the Board designated Rosa Talley as Title IX Coor dinator and approved the development of procedures during teacher work days to implement written lesson plans. The procedures will be further developed with teacher participation and will be implemented during the 1976-77 year. The Board of Education approved the establishment of a commit tee with teacher representa tion to develop a new teacher evaluation instru ment to focus on teacher performance. This commit tee will work during the up coming school year with an evaluation instrument being developed. North Carolina in priority order for the consideration of the U.S. Administration on Aging.
