Tarkenton are guests of Mr. KssN.C, COASTAL AREA MANAGEMENT NEWS The Coastal Resources Commission has designated 13 areas of environmen tal concern (AEC's) in which a permit will be required prior to undertaking most types of development. Designation of the AEC's comes almost three years after the Coastal Area Management Act was passed by the General Assembly. Public hearings on the proposed AEC's had been held in each of the 20 coastal counties prior to the designation. The Commission did not set a specific date on when the AEC's would go into ef fect, but said it would be early next year. "Because of what we have done today North Carolina will have a better coastal area in the future," said Tommy Gray, chairman of the Coastal Resources Ad visory Council and Dare County official. When the AEC system goes into effect, persons developing projects greater than 20 acres within the ACE's would first need to obtain a permit from the Coastal Resources Commission. Persons constructing buildings which occupy at least 60,000 sqaure feet or which current ly require a state permit would also need a Coastal Resources permit. The vast majority of the projects in the coastal area in AEC's will need only a local government permit prior to start up. And most of those projects already are required to receive a permit from a local government, such as a building permit. Between now and next ar year the Commission will help local govern ments in each county train an AEC officer. Those developments outside the AEC's, which cover a relatively small area of the coastal counties, would not be required to get a permit from the Coastal Resources Commission. The Commission went along with a committee recommendation that Tranter's Creek watershed in Beaufort County not be included in the designated watersheds because it extends into Pitt and Martin counties and because Beaufort officials argued that they could protect it. Pitt and Martin are not in cluded in the Coastal Area Management Program. "We have come up with compromise AEC's that I hope will reflect what the average citizen desires," said David Stick, Commission chairman. Designation of the AEC's is the second major step toward implementation of the coastal area management act. Earlier this year, 50 of the 52 local governments involved completed land use plans. ' The following list is a summary of the AEC's designated by the commission: Coastal wetlands, estuarine waters, public trust areas these areas com prise approximately 85 per cent of the land and water classified as AEC. In general they are covered by a variety ol state and federal regulatory programs. The areas provide a vital link in the food chain for marine life and waterfowl. They retard shoreline erosion and serve as a barrier against flood damage. Coor dination of existing permits will be a ma jor objective here. Estuarine Shorelines within 75 feet ol normal water level, ocean beaches, fron tal dunes, inlet lands, and ocean erodible areas serve as a buffer for storm surge, wind and wave action. Also, small surface water supply watershed; and public water supply well fields. Coastal Areas that sustain remnant species, coastal complex natural areas, unique coastal geologic formations specific sites to meet these categories may be nominated by the public and evaluated by local governments and the Coastal Resources Commission. Ayscue Awarded Medal SAN ANTONIO - The U.S. Air Force Commenda tion Medal was presented to Staff Sergeant James R. Ayscue, son of Mr. and Mrs. J.R. Ayscue of Hertford, in recent ceremonies at Ran dolph AFB, Tex. Sergeant Ayscue, a per sonnel specialist was decorated for meritorious service at Bergstrom AFB, Tex. The sergeant now serves at Randolph with the Air Force Military ' Personnel Center. . The sergeant is a 1969 graduate of Perquimans County High School.
