A Winfall resident was
charged with driving under
the influence after he lost
control of his vehicle in a
curve on U.S. 17 North and
skidded into the path of an
oncoming vehicle last Wed
nesday afternoon.
Both Charles Edward
Fowler, 37, of Winfall and
Norman Samuel Allen, 41, of
Raleigh, were hospitalized
after Fowler's 1977 Ford LTD
slid into the path of Allen's
1977 Buick Landau some four
miles north of Hertford, ac
cording to N.C. Highway
Patrolman Y.Z. Newberry.
Fowler had been on his way
to Albemarle Hospital for
throat surgery, said
Newberry. He was thrown
from the car, and suffered
broke* rite, as well as a leek
injury, Newbeny said

Both of the cars were total
losses, said Newberry.

Program), the one-day
workshops were intitiated last
fall by the Governor's Ad
vocacy Council for Persons
with Disabilities in the N.C.
Department of Administration
and were recently funded for a
second year.
Workshops are designed to
assist participants, limited to
25 managers and supervisors
from within the sponsoring
orgainzatkra, in effectively
interacting with disabled
people and in understanding
federal regulations regarding
disabled people.

throughout the state during
