8 The Perquimans Weekly, September 7, 2005 Convenience sites converting to county management As the result of careful planning on the part of the Perquimans, Chowan, and Gates (PCG) Landfill Commission Board of Directors, the 13 conve nience sites in these three counties are in the process of converting to county management. This change is being made to decrease the rising cost of solid waste collec tion and hauling, ensure more control of the wastes that are accepted, and offer more efficient recycling collection methods for resi dents. PCG Landfill Commission, a department of Albemarle Regional Health Services, (ARHS), began the current intensive phase of work on this pro ject with the hiring of Brad Gardner, Sites Coordinator. Gardner recently held the position of Recycling Coordinator with the Pasquotank County Solid Waste Department. ARHS subsequently hired 52 site attendants on July 1, including many who had worked in those same positions with Waste Industries, Inc. “This program reflects the collaborative efforts of local government, busi nesses and industries in our communities, and most of all our citizens,” Gardner said. “Each com ponent builds upon the principle of recycling in an efficient way for a better environment for the future.” PCG is working with Waste Industries, Inc. on a gradual transition of the complete operation of the sites. In late July, PCG staff began installing PCG’s new equipment at the conve nience sites, and Waste Industries, Inc. began removing its equipment. The date of completion for this project is Sept. 15. When completed, the sites will be managed by PCG. Tidewater Fibre Corporation of Chesapeake, Va., has a five- year contract with ARHS to transport all of the wastes and recyclables. Under the supervision of TFC’s local trucking supervisor, Neil Trueblood, hauling the con tainers should become an efficient operation that will save in PCG hauling costs. The residents of these counties will see major changes in the sites’ equip ment and the ease with which recycling can be accomplished. Each site is being outfitted with a new building for the site atten dants, and PCG is installing all new roll-off containers and compactors, purchased from Galbreath, Inc. Fewer containers will be at each site. PCG is installing a second com pactor at each site for com mingled recycling that will replace the numerous indi vidual containers for recy clable materials formerly used. Most common household recyclables will be collected all together in that com mingled compactor. This includes all newspaper, cardboard, paperboard like cereal and shoe boxes, office paper, mail, shredded paper, magazines, catalogs. No. 1 and No. 2 plastic bot tles and jugs, aluminum cans, and steel cans. This will mean an end to sorting most materials at home or at the site. The PCG Board is predicting that residents will recycle more since it will be much easier using this commin gled compactor. An added advantage to the county budgets is that by putting the recyclables into a compactor, fewer but heavier containers will be sent to market, which plays a very important role now that gas prices have soared. These recycling com pactors will be hauled to TFC’s recycling facility in Chesapeake. There, the materials will be sorted, processed, and sent to mar kets for manufacturing into new goods. A second recycling con tainer for glass will be located at each site. Residents will be asked to put all colors of glass bot tles and jars, window glass. Later comments will be ac cepted and considered up to the time of permit decision. Project modification may occur based on review and com ment by the public and state and federal agencies. Some parts of the collec tion process at the sites will remain unchanged. All household trash will be accepted in the site’s trash compactor. Also, the sites will continue to accept resi dential yard waste, scrap metals and appliances, used oil, antifreeze, and bulky waste in the proper containers. The hours of operation at each site will remain the same.
