each to make the final deci
sion.
In the Perquimans case,
Ward specified either a
new public library or a high
school football field. In the
case of COA, it was a library
or a baseball field.
Since his death both the
COA board and the Perqui
mans County Commission
found ways to fund library
improvements.
COA intends to use fund ¬
tion at Perquimans County
Middle School at 2 p.m., Jeff
Miller at 2:30 p.m. and Jer
emy Melson at 3 p.m.
“If the weather stays
nice we should have a good
crowd again,” Layden said.
“More people keep coming
and the reason is people
leave happy. The people who
come and eryoy the food and
entertainment leave happy
and the vendors leave happy
and everybody has a good
time.”
The Jollification is about
having a good time, learn
ing about area history and
raising money for the contin
ued upkeep of the Newbold-
White House.
Tickets for the Jollification
are $20, and include dinner,
music, and admission to tour
sites. They can be purchased
at the Newbold-White House
Historic Site (426-7567), the
Perquimans County Cham
ber of Commerce (426-5657),
ing from the statewide Con-
nectNC bond approved by
voters in March to help pay
for the library renovations
on the main campus in Eliz
abeth City. The state bond
issue totaled $2 billion. COA
also has capital improve
ment funding and private

The day will begin with
a tour of historic sites and

Festivities will culminate
that evening with dinner
and music on the lawn of

mission building. The board
opted to take $500,000 out of
its reserve fund and borrow
the remaining $2.5 million to
pay for it
Neither library projects
were moving forward at the
time of Ward’s death and
since that time COA pulled
the plug on its athletic pro
gram completely. Perqui
mans County also failed
to raise the money needed
to start building a new ath
letic complex on donated
land across from the high
school.
But at the time before his
death, Ward chaired a com
mittee formed to raise funds
for the Perquimans project.
The original land offer in
2010 from Dr. William Nixon
was he would give the land
to the school system if it
built an athletic complex in
five years. That didn’t hap
pen, and Nixon has since
extended the offer.
Meanwhile COA trustees
voted 11-5 in April 2015 to
suspend the athletic pro
gram and in October 2015 it
voted to make the suspen ¬

can have a country meal
catered by Captain Bob’s
restaurant, and music by lo
cal band “Uphill”. A silent
auction will feature antiques
such as four-poster beds, a
child’s desk, and other items.
Proceeds will go toward
supporting ongoing preser
vation work and educational
programs at the Newbold
White House. During a break
in the music, a live auction
will be held offering cakes
and pies made and donated
by cooks from Belvidere and
the PCRA.
In case of inclement
weather, the evening meal
and festivities will be held
at the Belvidere Commu

sion indefinite, but left the
door open to changing that
if funding was available.
For now the COA board
has tabled a decision on
what to do until their next
meeting.
At the time trustees sus
pended athletics the second
time, the college was spend
ing approximately $90,000
a year on the program. Col
lege officials said the pro
gram needed more money,
however, to field another
women’s team to comply
with federal anti-discrimina
tion rules
At least one Perquimans
County commissioner said
that board won’t decide
“anytime soon.”
Two members of the six-
member board, Chair Jan
ice Cole and Commissioner
Matt Peeler aren’t seeking
re-election. A third member,
Kyle Jones is running along
with challengers Joseph
Hoffler, Charles Woodard
and Alan Lennon. So on pa
per, half of the commission
ers could be new when they
are sworn in December.
