Skadra is elected executive director of the United Presbyterian’s Church's General Assembly Mission Council, subject to confirmation by the General Assembly, expected next Mon day evening. The action came at a meeting of the Mission Council being held in conjunc tion with the meeting of the denomination s 187th General Assembly M975) here. Mr. Skadra has been execu tive of the church's Synod of Lincoln Trails, covering the states of Illinois and Indiana, since Jan.. 1973. He expects to begin his new duties in mid-July. The Rev. 1-eon E. Fanniel resigned the Misson Council post last July; since that time William P. Thompson, stated clerk of the General Assembly, has been serving as interim executive director. In his new post. Skadra, who is 42-years-old. will be the highest administrative officer of the denomination's mission operations The post is parallel to that of the stated clerk, who is chief permanent officer of the General Assembly. Before becoming the Lincoln Trails executive. Mr. Skadra was on the staff of the denomination's former Board of National Missions for 3‘>i years, working in the fields of local church strategy and mission development. Earlier, he was pastor of the Firestone Park Presbyterian Church in Akron. Ohio, the First Presby terian (’hurch of London, Ohio and the Groveport. Ohio. Presbyterian Church. A graduate of Park College and McCormick Theological .Seminary, he has done addi tional study at Hamma Divinity School. He is to reccivc a doctor of divinity degree from Hanover College on May 2S. He is a member of the board of directors of Johnson C. Smith Theological Seminary, the committee of executives of the Illinois Conference of Churches, and the board of directors of the Indiana Council of Churches; has served on committees related to the World and National Councils of Churches; and has undertaken a broad variety of responsibilities at the General Assembly, synod, presbytery and local levels of the denomination. He also has taken part in such community activities as the YMCA, precinct level political work and drama and music groups. The editor of a manual on "Guidelines for Local Church Clusters” for the United Church of Christ and the United Presbyterian Church, Mr. Skadra also has written on subjects ranging from shop ping center ministries to the designing of mission for new congregations. ALVIN SPENCER NRD Washington recently instituted a pilot program aimed towards enlisting qual ity minority applicants, while at the same time allowing Navy recruiters a chance to continue their education. The program places recruiters on campus for about two hours on Tuesday and Thurs day of each week with three objectives in mind; • To allow recruiters to fulfill individual aspirations by continuing their education. • To demonstrate to student prospects that the Navy does en.courage its people to pursue further education. • To suggest to students the idea of going Navy when they complete community col lege by displaying the uniform on campus and through conversation with them. There are three recruiters from NRD Wash ington heading this trial program. They are Chief Boatswain's Mate Joe P. Fair, Chief Electrician's Mate Cesar C. Despite the expressed opposition of HEW and the negative results of the survey conducted by the fiscal research division staff of the General Assembly, the General Assembly is expected to move full steam ahead in establishing a veterinarian school at North Carolina State University. HEW stated that should the vet school be placed at N.C. Stae. a program of comparable stature should'be established at N.C. Agriculture and Technical University. The survey conducted by the fiscal research division staff of the General Assembly concluded that veterinary services are more available than used. It was stated by one Senate backer that "the survey revealed that the vet school is not really needed but most of us have already committed ourselves, and the school will go through.” How long can we as citizens of this state continue to support politicians who seemingly care more about protecting their ego than serving the needs of the citizenry. NRD Washington's Chief Recruiter, Master Chief Petty Officer Matthew Jones, ex plained why the campus was selected as a means to enlist quality minority members. "Community colleges are not the only place to find the type of applicant we seek, but minorities attending college are gener ally the strongly motivated individuals we want in the Nayy. I say this, because the majority of them are working their way through school," he said. Master Chief Jones also said the recruiters' presence on campus also suggests an avenue for a student who must drop out to explore as an alternative to accepting a low-paying job. "The job market today offers little or no hope for unskilled persons. The uniformed recruiter on campus will be a visible re minder of a way for them to get specialized training with pay." the chief recruiter said. Although only a small number of re cruiters are enrolled in ihe program at this time, the District plans for additional enroll ments for next semester. It's still too early to determine the success of the program, but NRD Washington recruiters feel the combina tion of matriculating and recruiting is a good approach to enlisting quality minority appli cants.
