J. Usery, Jr., has announced. Black workers accounted for 20 percent of the 15,210 participants who were in the pf^am as U March 31. The older workers, all econo mically disadvantaged, were participants in the senior Commimity Service Employ ment Program (SCSEP). Wages are subsidized by the U.S. Labor Department. The Labor Department spent $24,140,000 for the program from July 1, 1975 through March 31, 1976, SC^P piu^cipants work in a wide variety of activities in such places as day care centers, schools, hospitals, senior citizen centers, and on beautification, conservation and restoration projects. The program also provides participants with annual phy sical examinations, personal and job-related counseling, job training and, in some castt, placement into r««uiar unsub sidized jobs. Participants’ A'ages averase about $2.40 per hour. SCSEP is an alternative to welfare. It offers the commun ities a federally supported pool of workers that can be drawn upon to enhance existing serv ices or to create new ones. Of the 13,210 in the program on March 31, male and female participants were about evenly divided, 72 percent were between the ages of 55 and S9. SCSEP projMts are sponsor ed primarily by 5 national organizations: Green 'niumb, Inc. (an arm of the National Farmers Union); the National Council on the Aging, the National Cotmcil of Senior Citizens, the National Retired Teachers Association - Ameri can Association of Retired Persons; and the U.S. Depart ment of Agriculture’s Forest Service. These organizations sponsor all SCSEP projects now being conducted in 47 states, Washington, D.C. and Puerto Rico. SCSEP is authorized by Title IX of the Older Americans Amendments of 1975 and includes pn\jects which wer^. formerly conducted imder the National Older Workers Pro gram - Operation Mainstream.
