S. Department of Agricul ture were announced. The new guidelines which become effective from July I to June 30 of next year, will apply to schools and institutions participating in the National School Lunch and Break fast program. Child Care Food Program, Special Milk Program or receiving federal ly donated food. Based on these nation al incoIHe poverty guidelines each state’s education agency issues guidelines for determimng whether or not children • are eligible for fret or reduced price meals or milk. The cut-off level for ircome deterniing eligibility for reduced price meals must be set by states at 95 per cent above the national income poverty guidelines. In establishing, eligibility standards for free meals and milk; however, states have the option oft placing the cut-off level up to 25 per cent above the national poverty guidelines. The change in ' the' Consumer Price Index is'thff; basis of USDA guideline' adjustmeriV'procedure and is| consistent with tlie Bureau’ of Census method for up-i dating its statistics on- poverty levels. USDA’s pover-' ty guidelines are higher for Alaska, Hawaii and Guain because of higher ;^ing costs in those areas. This has l^n consistent with our nation’s belief and commitment to free(}^ df speech and freedom" of the press. One of these special interest groups which has develop^ a ' thriving and progressive press U the 22 million Americans who make up the black cQm- miinity. This group is primari ly responsible for the circula- tiori of approximately 390 black oriented newspapers in ..the United States«.> The black press employs about 2,500 people, publishes 385 weekly and five known daily new^apers, and has a circulation of over 10 million. The black press began in the United Stated with the puUica- tion of the Freedom’s Journal, first issue in New York City in 1827. This was approximate ly 140 years after the first white newspaper was publish ed. For reasons of history and circumstances, the black press has gone through many changes. One such black newspaper and its periodic changes can be seen in the devel9n;ient of THE CHAft. tOTTK POST, n««tea m St77 «s « cnurei) news newspaper called the MESSANGER, the paper was re-named THE CHARLOTTE POST and transformed into a general black-oriented weekly publication in 1918. The brain child behind this change in Charlotte’s only black news paper was A;M. Houston, a black civic leader and com mercial printer with offices on Second Street. For many years Houston guided the POST until declin ing health forced him to hand the management of the busi ness to his son.'Some time later the POST was purchased by Dr. Nathaniel Tross, a prominent black minister, who published the paper un^ his death in March of 1971. A few months later the Tross family sold the paper to Garland Atkins and the Gene ral Publishing Company of Belmont, North Carolina. Wil lie L. (Bill) Johnson, a former sports writer for the Charlotte Observer was hired by Atkins as manager and then editor of the POST in 1971. Johnson’s impatlaice with the paper’s progress and his desire to see the POST become a first-class black-oriented newspaper led him to pur chase the business from At kins and the General Publish ing Company in June of 1974. Johnson said at the time of the purchase, “The Charlotte black community needs a voice that mirrors the opin ions of that community. We want the POST to provide services which the daily pa pers do not offer. These ser vices to the black community will include information, edu cation, and entertainment.
