"It’s not compulsory," he said. "Landlords and tenants can participate as they see fit. If he participates, his house must meet minimum standards. "Most homes would meet minimum standards without the landlord spending a cent.” A sample chart distributed by Hmieycutt noted that a low In come family of four In Cleveland County would have an Income of $ 9,900 a year. A very low Income for a family of four would be $6,200. Another chart showed that the maximum allowable rent under this program for a three- bedroom home In Cleveland County would be $98 per month. Honeycutt pointed out that the rent schedules are automatically examined each year and that In the past rents have been In creased approximately 10 percent a year. However, the only promise made by HUD Is that the schedules will be examined each year. Over a five-year period, Honeycutt said, the program would mean about $200,000 for the Kings Mountain economy. He estimated there would be 40 housing units participating In Kings Mountain. "This has been a very fast moving program In North Carolina,” he said. " We first heard of this In January and In February less than 40 counties were Involved. Now there are 76 to 80 Involved. "Usually bi programs like this,” he said, “there’s a local match or something that has a catch to It. But, In this. TTie Zoning and Planning Board had recommended the rezonlng request be denied and that was the action taken by the commissioners. Another rezonlng request was tabled for fuller study by the commissioners. This one was sub mitted by Paul R. Sheffield to rezone from R-8 to general business property on E. King St. at Kings Mountain Motor Court. Sheffield wanted the change for future growth and additions tmd to locate a UFO research station there. Commissioner Norman King had the action tabled In order to find out what a UFO station Is and what It would mean. However, Tuesday Sheffield said the UFO research center Idea had been dropped. He said the UFO center was the Idea of James Caldwell of Grover originally. Sheffield said he still wants his property rezoned for future growth and additions. In other business, the board approved a rezonlng request from Mrs. Elizabeth Lynch. She asked that her property off S.
