They would be stories of successes and failures, piecemeal progress and com- plex relationships among the makers and users of machinery and the govern- ment, says a historian of technology at North Carolin State University. : STATE OF NORTH CAROLINA CLEVELAND COUNTY IN THE GENERAL COURT OF JUSTICE SUPERIOR COURT DIVISION ADMINISTRATOR'S NOTICE Having qualified as Ad- ministratrix of the estate of Beatrice Ham of Cleveland County, North Carolina, this is to notify all persons having claims against the estate of said Beatrice Ham to present them to the undersigned within 6 months from date of the publication of this notice or same will be plead- ed in bar of their recovery. The City reserves the right to accept or reject any or all bids as Seemed in the best interest of the ity. City of Kings Mountain Joe D. McDaniel City Clerk 7:3,10 PUBLIC HEARING A Public Hearing will be held good is a justification for not on the following re-zoning peti- tion with the Board of Commis- sioners of the City of Kings Mountain on July 22 at 7:30 pa.m. in the Council Chambers of the Governmental Services Facilities Center (New City ‘Hall). Petitioner: Kelly Bunch, 3000 Margrace Avenue, Kings Moun- tain, N.C., requests the re-zoning of the property known as the ‘Pauline Mill Property’ located between City, Walker Streets, and Waco Road, Kings Moun- tain, N.C. From (LI) Light In- dustrial to (R-6) Residential Multi-Family for the purpose of constructing condominium or apartment dwellings. John Henry Moss Mayor 7:4,11 INSURANCE EN Dr. Julia C. Bonham, an assistant professor in NCSU'’s Division of University Studies, has studied and worked with those old machines to learn lessons that might be helpful to to- day’s changing textile in- dustry. She has scanned census material, business records, old newspapers and trade catalogs to compile a broad picture of technological change in the industry. The history, which she will begin writing next year with grant support from the Mer- rimack Valley Textile Museum in North Andover, Mass., will be a complex tale, she said. “You find negotiations, crazy reasons--personality reasons--why an innovation works its way into a factory,” she said. ‘‘It’s gradual, piecemeal progress, a social process.’ ; Old technologies are sometimes revived, she said, and innovations can be delayed. Personalities and relationships between machine makers and users may determine whether a new machine is tried out. “Change is the result of relationships between people, not the machines’ doing,” she said. Bonham launched her study of the textile industry as a doctoral project six years ago, hoping to develop the first history of textile technology that would go beyond the limits of tradi- tional histories. Those histories have equated ‘technology with pro- gress and touched only the high points of industrial history, she said. They are called Whig histories after a tradition rooted in the business-oriented Whig political party of the early 19th century. “The Whig interpretations were very limited,”” Bonham said. ‘“The notion that new technology is automatically looking into both positive and negative effects.” The Whig approach pro- motes the simplistic notion that there is a technological “fix”’ for every social and economic problem, she said. Those histories did not ex- plore the broad social context of change or discuss issues such as worker safety. ' And historians have focus- ed on big developments such as the power loom. Bonham has found that just as impor- tant are incremental changes improving the operation or safety of existing technology. ‘‘Little technological changes often have great economic and sometimes social im- pact,’”’ she said. Bonham thinks industry leaders of today, looking toward major changes such as robotic technology, would do well to study the lessons of the past.
