Board’s request to buy city Health pro rty on Cansler Street to uild a group home for men- tally retarded was cancelled by the city board of commis- sioners at request of the coun- ty board. : A capacity audience, many of them present to protest the sale of the property for the group home, filled City Hall for the city council’s regular meeting but did not com- ment. D.S. Brenneman, area director, wrote Community Development Director Gene White that the Mental Health Group’s citizen’s committee is still in the process of identi- fying and considering proper- ties which may be for sale and felt it premature to ask the city board to approve sale of lots when the committee may decide another site would serve the project bet- ter. Extension Of Lines Approved From Page 1-A from engineering to taking bids but will receive funds from Senate Bill 2 and Cleveland County to pay cost of this extension, including contractor payments and engineering. Senate Bill 2 allocations for the city’s water and sewer construction projects will total $179,894 with city mat- ching funds of $179,894 and covering a two year period, to be budgeted by the city. The projects include: West Highway 74 area where 12,800 feet of eight inch water line, 14 fire hydrants and 15,000 feet of 8 and 10-inch sanitary sewer are to be installed at total cost of $196,550; Grover Road and Margrace Ares, where 7; inear feet of 12: inch bo TEE linear’ feet of 10 inch water lines and four borings under Southern Railway tracks are to be in- stalled with total cost of $73,979; and Northwest Sec- tion, where spprosimately 2,000 linear feet of 8 inc water line and three fire hydrants are to be installed at cost of $15,300. In other actions, the board adopted a letter of intent to N.C. League of Municipalities for inclusion of the city in Interlocal Risk Financing Fund, a self- insurance pool for N.C. cities that will be backed by Lloyd’s of London to provide general liability insurance for about one fourth to one third less than commercial rates and adopted an ordinance establishing areas of special flood hazards and regulations to give citizens a break on costly flood insurance. The board accepted the low bid of $20,995 for a used gar- bage packer from BFI of Charlotte; low bid of $17,425.33 from Earl Tindol Ford, Gastonia, for a han- dicap equipped van for the aging department and recognized local Girl Scouts who had participated in Girl Scout Governmental Day Tuesday at City Hall. Students who fall into the category and do not attend summer school will not be promoted unless they have already been re- tained for a year or they are classified as “exceptional.” Allen said the school wil run from June 16-July 25 from 8:30-11:30 a.m. Teachers will be paid their regular state salary. The eighth graders will meet at the junior high and the third and sixth graders at West. The pro- gram will be tuition-free with transportation provided. Annual Testing Program. He said on- ly three KM sixth graders made a perfect score and that KM students fell below the state average. ‘‘Some work needs to be done,” Allen said, “but sixth grade teachers nsible for all of this. It n to start in the elementary grades.” Eighth graders fared much better, Allen said, because they had been tested as sixth graders and that the junior high has taken steps to im- prove their writing. “We need to do more work in preparing students to write in an acceptable manner,” Allen said. *Allen reported to the board that the competency tests would be administered March 18-20 and for the first time sophomores will be in- cluded in the testing. He said writing has also been added to the test.
