Westmoreland. Mr. Westmoreland was president of the 45,000 member teacher group ten years ago and is Kings Mountain Unit president. NCAE President Lists Goals A state standards board for teachers with teacher- members, a teacher prepara- tion task force, #3 higher salaries for all public school employees are three goals of the North Carolina Associa- tion of Educators, says the new president, 39-year-old Karen Garr of Raleigh. For the next 12 months Ms. Garr says North Carolina is her classroom, not the fourth- fifth grade classroom at Apex Elementary School where she has taught the past 16 years. She will be taking the message of 45,000 teachers plus that of all school person- nel in 15 district meetings all over the state and in many school systems. Ms. Garr, who was guest at the NCAE District 2 meeting Friday at Gastonia’s Ashbrook High School, said the fact that salaries of North Carolina teachers have been increased by more than 30 percent over the last three years is testimony to NCAE’s tenacity and to the fact that public opinion is finally on the side of public education. She said, that despite the raise, teachers are still under paid. A graduate of Wesleyan Col- lege in Georgia with a master’s degree from the University of North Carolina, Ms. Garr with 16 years ex- perience earns $23,660 a year. On leave this year to serve as the NCAE ambassador, she said the base pay for teachers this year is $16,700 and the top state pay this coming year is $30,490. She said the 1986 General Assembly named “School Employee Salary Study Commission’ with 10 of the 14 members are legislators, to study school pay plans. The seminars on Friday which drew hundreds of teachers from a six count area, including Cleveland, CLEARANCE Savings Up To 50% featured such topics as retirement, fringe benefits, and political action. ‘I chose to teach to perpetuate our democracy’, said Ms. Garr. ‘The children are our future.” Ms. Garr, who said she never expected to be a teacher, planned on being a doctor but her mother’s influence changed her career, as she sat in her mother’s classroom in rural Georgia. “I believe the climate is right in North Carolina for a state standards board in which teachers can help set their own professional stan- dards and will be interested to hear the results of the plan- ning board report, funded by the Carnegie Institute, whic former Governor Jim Hunt is chairing, a blueprint for states.” She said a standards board would determine qualifications a teacher must have to be licensed to teach and a national certification ~ would be a voluntary basis. She says student teachers should spend a longer intern- ship before they are licensed to teach and she endorses the concept of a national stan- dards board, which would give teachers the advantage of moving from state to state but would also mean that the same school curriculum would be taught nationwide. North Carolina is not among 16 states with state standards board. Ms. Garr believes teachers should serve on the board along with lay people. “Kids deserve the best teachers and this board would determine whether or not we are giving them the best”, said Ms. Garr. ‘Let teachers set their own stan- dards and they’ll be higher”, she says. A large number of Kings Mountain teachers and prin- cipals attended the meeting. Attorney Presents Program At Thursday’s Book Club City Attorney George B. Thomasson presented the program on ‘Making A Will” at the recent meeting of the Thursday Afternoon Book ub.
