As it bears his imprint, he is sure to sign the bill, which was pass ed by the House, 142 to 126. In the program, the federal government would pay 80 per cent of the cost of rebuilding whole neighborhoods, as well as providing social programs such as garbage collection, po lice service, parks, streets, sewer and water facilities, mass transit, schools, and health and- welfare services. Purpose of the new program is to counter two previous com plaints about urban renewal. It merely changes the physi cal condition of a neighborhood, leaving its way of life as de organized as ever. It "removes” Negroes living in the area and replaces their dwellings with apartments too expensive for the former resi dents to afford. Thus, the problem of overcrowded hous ing in Negro areas is aggra vated. The new legislation counters these complaints by requiring that most of the housing be for the poor. As many as 60 cities will be the locations of “Demon stration Cities” rehabilitation projects during the next two years. Some $924 million would be available for rehabilitation work. The bill also provides $75 million for co-ordinated de velopment of entire metropoli tan areas.
