HOLLAND, Fisheries Commissioner Division of, Commercial Fisheries T-6-7-2tc PARENTS TO BLAME FOR CHILD'S DELINQUENCY Attorney Robert Waheb Outlines Bed Results of Home Environment “In nine cases out of ten, ju venile delinquency can be attribut ed to home environment and should properly be called parental delinquency,” Commonwealth’s At torney of Princess Anne County; Robert S. Wahab told the Virginia Beach Civitans Club last week. This does not mean broken or im poverished homes as such Wahab explained. It does mean homes 1 of all kinds where conditions of neglect, parental conflict or intem perance lead to insecurity for the juvenile. Citing F. B. I. crime statistics the Commonwealth’s Attorney told how juvenile crime had increased 17 per cent in 1956 over the pre vious * year. Os persons charged with major crimes, 46 per cent were 18 or younger. In the cate gory of first arrests, the 15 year age group contributed more ar rests than any other age group. In response to questions, Wahab indi cated that Princess Anne County and Virginia Beach statistics showed that this comunity was keeping pace with the national av erages for juvenile crime. Pointing out that these startling figures represented only 2 per cent of the total juvenile population be ing involved, Wahab urged the Civitans to recognize the problem, not to over-emphasize or ignore it. Recognition should be, he said, by parents setting the proper ex ample for their children, by under standing and tieating juvenile problems with reason and toler ance, and by maintaining fair standards of discipline. OREGON INLET SKIPPERS REPORT WEEK END CATCHES Fishing inshore and offshore at Oregon Inlet on Sunday resulted in some fair catches for the anglers aboard charter boats and cruisers basing at the Oregon Inlet Fishing Center operated by H. A. Crees, Jr. Capt. Gilbert Tillett reported Herman Midgett and party of Nor folk, caught 75 bluefish ranging from one to one and half pounds. Capt. Harry Baum brought in 131 blues and four bonita taken by Homer'Van and party, also of Nor folk. M. R. Whitson and party of Lit tleton, fishing with Joe Berry, caught 71 blues, one cabio and six bonita. Capt. Clarence Holmes of the Secotan, reported that George Wynn and party of Ahoskie, caught 101 blues and two bonita. Aboard the cruiser Carrov, Reginald Brothers and party of Suffolk boated 126 blues and five bonita, according to report of Car son Stallings, skipper. MANTEO CUB SCOUTS MEET Cub Scout Pack 501 of Manteo held its May pack meeting in the school auditorium on Wednesday evening, May 29th. “Radio and TV Stuff” was the theme of skits presented by Dens 1 and 4 with sound effects and stage props by Den 2. An effective closing was conducted by Den 3. Spencer Smith was inducted as a Bobcat, and Bobcat pins were pre sented to each of the original 19 Cub Scouts forming the pack. Next month’s theme is archaeol ogy. FACULTY OF MT. Purpose of the course is to help anglers study the habits of sports fishing, to discuss variable factors involved in fishing success, to de velop an appreciation for those factors through conservation of the fish crop, to determine speci fic use and limitations of the various type* of tackle and to go on fishing trips with experts. Anglers taking the course this year have an opportunity to catch any one or some 30 or more varie ties of game fish, more than 20 of which have already been landed in the fresh and salt waters of the Dare Coast to date this year, fishing that includes species rang ing from half pound bream to blue marlin that scaled up to 381 pounds.
