Added Incentive Is Given In Soil Bank Additional incentive arc being offered farmers under the 1998 Conservation Reserve Program ;o divert more land to conservation uses, Dwight Cable, chairman of the Watauga County Agricultural Stabilization and Conservation Committee, baa announced The signup period for the new program is expected to start in early October. Under the Conservation Heaerve —the longtime phase of the Soil Bank, fanners contract to divert general cropland to soil, water, forestry, and wildlife conservatlon practices for period of 3, 8, or 10 years. In return, farmers receive two types of payments on the diverted acreage: (1) a costsharing payment (up to 80 percent) the year they apply a conservation measure, and (2) annual per-acre rental payments each year the land la under contract. Major changes have been maue in the 1998 Conservation Reserve Program, the chairman explains. In order to encourage participation by whole far munits and to cmphasiie forestry and wildlife practices. Where such action can be justified. County A8C Committees will be sutbtriied to increase certain annual payment rates for land to be planted to forest trees snd for whole farms retired from production. According to the chairman. It haa been found that "the diversion of whole farm units usually results in a larger average reduction in crop production than is accomplished where only a part of the cropland on a farm la put In the Soil Bank. Land going into forest trees is land going out of producj tion over a long period. Moreover, there is urgent need to check the disappearance of our forest re; sources. which is running ahead of current tree planting and growth". Beginning in 1988. contracts offered for land devoted to treea or shrub plantings for shelterbelt. windbreak, or wildlife habitat purposes. will be for 8 or 10 years, at the option of the producer. Previously, all tree and shrub plantings were under 10-year contracts only.
