Stephenson Announces Candidacy For Lt. Gov. Book Published On County Govt. The Perquimans Weekly, Hertford, N.C., Thursday, August 28, lm-fsgs ' , RALEIGH - Addressing "a Raleigh news conference last Friday E. Frank Stephenson Jr., officially announced his candidacy for the Democratic Nomination for Lieutenant Governor. '. Stephenson, a native of Hertford County, currently serves as Director of Admissions for - Chowan College in Murfreesboro. The thirty-five year old Democrat has for sometime been a leader in statewide activities, and accum mulated - , a 1 rather impressive list of honors. These honors include: Distinguished Service Awards from the Jaycees, Murfreesboro Industrial Development Corporation, and the Murfreesboro Chamber of Commerce; Outstanding Young Man in 1973 by the North Carolina Jaycees; National Urban Improvement Award; Ruth .Coltrane Cannon Cup by the North Carolina Society for the. Preservation of Antiques; Who's Who in College Administration- and Outstanding Young Men of America.- " E. Frank Stephenson, Jr., has planned a "grassroots" campaign and states, ! Election to high state Office offers unparalleled . opportunity to serve the people pf North Carolina." Stephenson , has also identified ten major, issues of statewide importance: ' Strengthening the public secondary school system including, public kindergartens beginning at age four.. : Improvement - of the state's penal system with emphasis ort rehabilitation programs. .-' ' Improvement of North Carolina's mental hospitals. The development of a comprehensive state parks system. - ' . v . Emphasizing - economic and industrial development in small towns and rural communities across the state. Introducing cultural enrichment programs designed to reach all of . North Carolina's citizens. Spotlighting development ' with conservation. Preservation of the public and private dual system of higher education in North Carolina. Preservation of our natural resources, our lakes, parks, woods, beaches, rivers, and historic sights. Tapping the vast reservoir of talent in our E. FRANK STEPHENSON JR. youth and retired citizens. With this platform Stephenson will have a one on one campaign in which he plans to meet the people. Until starting a full time campaign the Lt. Governor Candidate intends to maintain his present offices in Murfreesboro. Stephenson is a graduate of North Carolina State University in Raleigh with Graduate work at the University of North Carolina and the University of Virginia. He is married to the former Margaret Long of Richmond and has three children, Eugene 8, John 5, and Caroline 4. . "It is obvious from this book that it is no longer simple to be a county commissioner," said Joseph S. FerreuV editor of the revised edition of "County Government in North Carolina." Published by the Institute of Government at the University of North Carolina at Chapel Hill, the ' book was written and edited by faculty members of the institute. The Sarah Graham Kenan Foundation, Inc. supported the publication of the book. Ferrell, . professor of public and law ' and government, said the book reveals : how similar ' counties and cities are becoming, especially in terms of services and regulations. "It attempts to describe from a standpoint of law and administration all the basic activities counties engage in," he said. The 24 chapters in the book include topics ranging from "The Criminal Justics System" to "Recreation" The revised edition was updated to - include legislation passed since the first edition was published in 1967, Ferrell said. "li is intended as a general, text and reference for county commissioners primarily," Ferrell added. "A county commissioner should be able to turn to the book and get a basic idea of what is going on in various areas." "County Government in North Carolina" is used as a text for the Institute of Government's biennial School for New County Commissioners. Cystic Fibrosis Campaign Launched 4 Miss Mary Helene Newby, Chairman . for the Perquimans ' County area cystic fibrosis campaign announced today that the campaign in Perquimans County area has been designated as the "Kiss Your Baby" campaign. Every mother of a youngster is requested to kiss, her baby with special attention to the taste of the skin. A major sign of cystic fibrosis is a high salt content in the perspiration. The locaj chairman emphasized that the two fold campaign is designed to alert parents to all signs of lung-damaging diseases and to collect funds in support of medical-scientific programs at the 116 teaching care, and research centers, in the United States. Webster, has scheduled a special meeting of the Committee to be held in the Legislative Building (Room 1124) at 11 a.m., Thursday, August 28.
