The aeaaon'a total la ex pected to be nearly 16,000 balea. Not just repeating b u t outdoing, eclipsing his . tri umphs of "The Silent Call." Changes Would Standardize Equipment, Routes Sched ules and Fares. OWNERS TO 'GIVE BOND Plana which may mean a -complete revolution In tho operation of Jit neys and automobilea for hire ln Greensboro anf now being considered seriously h city authorities. The proposed changes Include the enactment of ordinances which would require a complete standardization of jitney service In the matter of equip ment, routes, fares and schedules. Standardisation of jitney service Is rapidly .being adopted by the larger cltieathroughout the country and In many of the smaller towna and cities. The advarftagea of a atandardlzed Jitney aervlce are evident. Under the plan which la being considered all care for hire operated, over a reg ular route would be compelled to meet a atandard requirement as to type of engine, body and seating ca pacity. Jitney operators when given permlaalon to operate over streets forming a certain route would be re quired to operate on a given sched ule and charge a fixed rate for trans porting passengers to and from given points. When asked as to the city's vlows upon the matter of jitney standard ization City Manager P. C. 1'alnter told a reporter for the Dally Newa that city authorities now have such a proposal under consideration, im mediate action on the proposition Is not expected, for it Is known that a great mass of details must be worked out before the adoption of complete stMufardlzation. Suitable bonda or accident Insur ance policies will likely be required within a short time from every oper ator of a Jitney or aulomoUno for hire In Greensboro In order to estab liah responsibility and to indemnify paaaengera in case of accident or aults for damages. A city ordinance designed to cover the situation com pletely has been drafted by City At torney B. L. Fentress and will be pre sented for passage at the next meet ing of oity council. At the last couhc'l meeting the or dinance as drafted by the city attor ney waa read and discussed but It was decided to defer final action in order that various phases of the problem could be more fully consid ered. In discussions it was pointed out that nearly all of the olher larger cities of North Carolina now have In effect ordinances similar to the one which is being proposed for passage In Greensboro. Passage, of the proposed ordinance seems assured as city authorities look favorably upon legislation designed to protect passengers In case of ac cidents to Jitneys. What about the automobiles for hire now operating between Greens boro and High Point. Winston-Salem and other places which now require bonds from Jitney operators? This question arose in the council discus sions. City authorities made It clear that they are opposed to legislation which would be unjust to the opera tors. In cases where an operator running an auto- for hire in and out of Greenaboro has been bonded In aome town ot city at the other end of hla run it ia aald that a plan will he worked out whereby a certificate, showing that the operator Is suffi ciently bonded or Insured In another town or. city, will be accepted by Greensboro authorities In lieu of ad ditional bond. For Instance, an oper ator Is running a car for hire be tween Greensboro and Winston-Salem. If he haa satisfactory bond or Insurance In WlnBton-Salem to pro tect paasengers, Greenaboro would ac cept, In lieu of another bond or ln aurance policy, a certificate from the city of Winston-Salem showing that the operator has met the require ments of the law with respect to In surance and bond. In the United States are showlng'lncreased productive ac tivity, according to the federal reserve board which, In a review of business and trade conditions made, public to day, reported a generally Improved situation In the American business world. The Improved conditions, according to the review, are reflected,' first. In a greatly Increased employment of la bor In Industrial establishments: and. second, In an unprecedented demand for freight cars. Reports showed that on November 1 the greatest shortage of freight cars ever developed was recorded, while Immedlatly before and after that date the car loadings were maintained almost at tho maximum. Mill consumption of textiles wan heavy, tfie review stated, and added that the mill requirements of cot ton continued on nri increase which late In October and early In Novem ber reached the highest In the last two years. Rllk and woolen mills, the review disclosed, were near ca pacity operation In the faoe of a vir tually unchanged wholesale market and seasonal declines In aome lines of dry goods. "The Increased production." the re view summarised, "lias been accom panied by a continued Increase In the volume of employment in Indus trial establishments. The average pay per worker also was larger but this was due In many cases to In creased hours of labor. Railroad re pair shops and equipment factories made the largest additions to their forces and shortage of skilled labor was reported In steel m(lls and metal mines and by building contractors." Despite the Increased business ac tivity, the board noted no Increase In loans and discounts by banks In the lradinlf cities which are members of the Federal Reserve system. In fact, according to the review, loans and dlscounta by banks reporting showed a small decrease between October 18 and November 15. There were, however, small Increases In loans recorded In the southern and western districts and In New Eng land, but these increases were more than offset by reductions in loans In the other sections, particularly In New York and Chicago.
