As indicated by an article published elsewhere we are glad to see that the Raleigh News and Observer of the 15th inst recognizes the necessity of saying a word in behalf of the people, and is bold enough to read a lecture and a eevere one at that to certain county commissioners for the exercise of "ar bitrary" and "despotic" power. Referring to the present attitude of some of these commissioners applica ble especially to the county commis sioners of Mecklenburg county, it says : "The policy of the law is to permit licenses to be issued,, with a discretion in the board to refuse them to improper persons. Such arbitrary conduct cannot be sanctioned bv any any right thinking man," &c. &c. This argument shows the right spirit, and indicates an independence for which we give the Raleigh organ credit. It calls the commissioners al luded to "arbitrary," "despotic" and "ty rannical," because they do not obey the law or respect the wishes of the peo ple. It says, "we have ho sympathy with them." This is certainly a very great charge in the opinions of the organ. Before we had obtamed permission to say the same thing we said it and the "organ" read us out of the party. The "organ" is right. The will of the people of North Carolina should be obeyed, and no one man, no matter what position he may happen to hold, should be allowed to set himself up as supreme dictator. If a Democratic of ficial who "tries to play the despot can not receive the countenance of Demo crats" then why should a private citi zen be censured for saying so? We believe that there is a chance for reformation and the people will see that it is done. But if arbitrary men who happen to te in temporary power politically wish to sit in judgment upon the men who are bold enough and hon est enough to point out abuses and re commend remedies to be applied to ef feet the needed reformation, let them not assume to themselves the power only delegated to despots, for even des pots fall. Every careful observer who has Bought to keep pace with the march of events has noted the alarming Increase ot certain peculiar Physical troubles within the past few years. These troubles have come at unexpected moments and to a most treacherous way. They hate manifested them selves in innumerable forms, but they have i al ways had the same cause, They have not afflicted tne minor parts of the body, but have gone direct to the strongholds ot the system and their work has usually wen as prompt as It Is fatal. Hear him : The time approaches when the jus tices are to elect new boards of county commissioners for the several counties. There is one suggestion that we have to make, and we can do it the more freely because we have always considered and held that the prohibition question was non-partisan, and that neither the Dem ocratic party nor the Republican party is responsible for the measure or are committed to its support. The policy of the law is to permit licenses to be is sued, with a discretion in the toard to refuse them to improper persons. That, we say, is tne policy or. tne law. in aa dition to that the question was practi cally submitted to the people as to whether they wanted licenses to be de nied or not, and the people said that they did not want licenses to be denied, That is the effect and Bubstance of the voting on prohibition. So we have the policy of the law on the statute book, and the will of the people as expressed at the polls, both concurring in a re uirement that the commissioners shall not refuse to issue licenses to suitable persons according to the customs and habits of our people. And yet some commissioners, in defiance of tne3e things, decline and refuse to grant licenses at all. Such conduct is very ar bitrary and despotic. We have no syra ipathy with it. These headstrong com missioners bring their office into disre pute, and show that they set themselves up above tne people, bucn arbitrary conduct cannot be sanctioned by any right thinking man. It is a matter full of interest to the Democratic party, for the Democratic justices are responsible for the actions of these tyrannical com missioners. The will of the people must be obeyed in this matter. The Demo cratic justices owe it to the party to remedy the eviL They should be care ful to see that no such despotism is continued in their counties. At their next meeting we trust that this wrong will be entirely remedied. An officer who tries to play $.6 despot cannot re ceive the countenance of Democrats. This extract is from the 'organ" on the 15th July. It shows that a correct position has been reached by our con temporary at last, and if The Char lotte Observer never publishes an other issue it should have the credit of 'bringing the "organ" to its knees. London, July 17 The Times' Paris correspondent reports that the Cabinet Council has resolved to accept the invi tation to protect the Suez canal jointly with England. The Daily News dispatch trom Mar seilles says that six French transports have been ordered to get ready to em bark troops. A correspondent of the Daily Tele graph sends the following: Alexandria 16th, 4 p. m: 1 visited the American Consulate to-day, and found it occupied by sixty American Marines and twenty Sailors, with a small gun. The houses around being on Are the Americans were preparing to blow them up, in order to save the consulate. How the Americans manaced to get gun powder into the square is a mystery, as the air is literally full of sparks, however they succeeded and brought down the houses in the vicinity of the consulate and the palace of justice. So bad was the con dition of the streets that the American marines insisted on guarding us to our landing place, many cut-throats being abroad. The English occupy the palace of justice aa their consulate, and the French have taken the hotel Abbott for a similar purpose. The Americans are sending out parties to bury the dead The English are pumping water on the burning houses.
