That much at least is shown by the passage of the Weeks anj Lever bill at the lat session of Congress in the House of Representa tives something that we had never done before, so you see that we have ample grounds for our belief that we can not only psss It again at the next session through the House but through the Senate as well. "The Senate has always been friendly to the project, and failed to paes the Weeks hill only because It reached tho Senate at the very close of tbe session. "We have not only demonstrated to Mr. Cannon that we intend having this forest area, but we have succeed ed in getting the South and the na tion to realize why the nation must have It, and have helped at least lo prove Its vital concern to the very !lfe of the republic. "That has involved a lot of hard work, but we Beem to like hard tasks, for we are so sure that the fight has been practically won for the Appa lachian project, that we are now tak ing up the more Important State work, and by that we mean, that real forest conservation only xtarts with the national forest In tho Appalach ians, and to effectively conserve the vast forest area owned in the several Btatss ( ws have some 2(7 million acres In the 15 Southern states) re quire that the Htaten shall take a hsnd and do their duty by its cltl senshlp. "That means that the State uhall lead In establishing State forests, to show the practicability and profitable ness of tree growing: that they hall revise the present antiquated tax laws on forest areas, and, last but not le tst, shall pass and strictly enforce flro laws through an efficient State fire warden system. "When the Stat doea these things, It can expect or can enforce co-operation thst will mean something. "We are working along definite lines that prnmiie dennlte returns, and while 1 am naturally an optimist. I believe that the Inherent good sense of our people as a whole, is very much In evidence, and that very substantial progress Is being made, not alone In the forest matter, but for the whole conservation Idea. We are gradually reslizing the critical condition of these natural resources, and the sharp nnd serious menace Involved by their con tinued misuse, and are ready to turn over a new leaf.
