Photo by Jim Black Mount Zion’s Baptism Attracts Large Crowd By Jim Black Post Feature Writer Sunday was a day of baptiz ing services for some of the parishoners of the Mount Zion Holiness Church, located at 2800 Tuckaseegee Road. The parishoners, known as watch care members, or sin ners, according to Bishop W. Davis Jr., were undergoing the age old ceremony of hav ing their souls cleansed of original sin. The baptisms, which took place at the swimming pool of the McCrorey Branch YMCA on Beatties Ford Road Sun UNCC Summer Session Shows 7.1 Increase The University of North Carolina at Charlotte's first session of summer school showed a 17.1 percent in crease in headcount, accord ing to Summer School director Dr. Seth Ellis. The enrollment is 2,526, up 390 from the 2,156 of the first term a year ago. Quarter hours, on which the budget is y-i ■ based, were up to 18,848 from the 16,407 of a year ago for a 14.9 percent increase. The increase is the biggest since 1971. “If we had a 15 percent increase for the entire summer, we would have an excess of enrollment over our budgeted figure of 40,000 quar ter hours,” Dr. Ellis said. day, was attended by a large number of well wishers. In Act 2:38 Peter said, "Re pent Everyone And Be Baptiz ed.” Well, on Sunday, accord ing to Bishop Davis, at least 20 Charlotteans heard the word. ^omprenensive Employment And Training Act Program For Fiscal Year 1976 The -Comprehensive Employ ment and Training Act (CE TA) was enacted in Decembei of 1973. The purpose of this Acl is to provide job training anc employment opportunities foi economically disadvantaged, unemployed, and underem ployed persons, and to assure that training and other ser vices lead to maximum em ployment opportunities and enhance self-sufficiency by establishing a flexible and de centralized system of Federal, State and local programs. ! The City of Charlotte has received a tentative planning grant for FY ’76 from the Department of Labor in the amount of $1,689,417 to assist persons in this community who are economically disad vantaged, unemployed and underemployed in raising their income above the pover ty level, with the goal of eventually becoming econo micauy sen-sutticient. The prime sponsor will provide coordinated counseling ser vices and skill training oppor tunities, in those occupational areas where there are indica tions of employment opportu nities to supply the needs of local employers in this com munity. The FY 76 program is based on labor market information gathered from the sources rated most reliable in our community: the labor market projections of business and industry; the projections of the local office of the Employ ment Security Commission; the to-year Labor Market Pro jection of the Employment Security Commission of North Carolina, the national fore cast of the U. S. Department of Labor; reviews of news and labor related publications; and the concerns of the Man vi nuvi.mi f UUUIIUI. Classroom training and vo cational training will be uti lized Generally, individual re ferrals will be in various areas where employment opportun ities are projected The prime sponsor will pro vide classroom training for forty-five (45) clients in the general service area, e g , cos metologist and commercial and service worker Vocational education train ing will be provided for one hundred ninety (190) clients in the areas of Clerical, e g , executive secretary, clerk ty pists, medical secretary, clerk stenographer and bookkee per, Mechanic and Repair, e.g., auto mechanic, auto body repairman, air conditioning mechanic, industrial machi ^er^egainnan^Tcaith^e^ vices, e.g., licensed practical nurse, registered nurse, diet itian, hospital attendant; Early Childhood Care, e.g., early childhood aide; Print ing, e.g., printing and graphic worker. Vocational education funds will also be used to purchase books, supplies, tools and ot her related classroom mate rials for CETA clients enrolled in individual or group classes at the local community col lege. The prime sponsor does plan for career development in its classroom and vocational ed ucation training activities to a limited number of partici pants who are enrolled in the health or clerical occupatipn at entry level training whose performances are exceptional or who are interested in fur ther training will be offered advance training in those areas All training will be con tracted. using such criteria as viabilityof agency (admini strative structure with nece ssary fiscal accountability), accreditation (accreditation by reputable sources), propo sal content (proposed cost of services comparable to other agents), and credibility (with in the community) in selecting delivery agents. However, the prime sponsor will be flexible in considering community based organizations, provid ing the quality of services in not compromised. The only occupations that will be included in the on-the job training program activity are those with productive skill levels and employment mobi lity The participants who complete a specified period of training are expected to have enough work experience to enable them to be hired at worcii nmMsinn wiin mose paid to others with similar training and experience. The primary purpose of the work experience activity is to assist eight hundred and eighty 1880) youth with career development and to increase the retention rate of high school students It is expected that twenty-five <25> of these students who complete high school will pursue additional training through the CETA Title I program This project will serve as a ‘ feeder" to the CETA vocational educational program Support services such as orientation, coun&pfmg, medi cal examinations, general re ferral, job development, and placement will be provided to all CETA participants ^Th^prirne^gonso^will^a^ allowances consistent with the minimum wage law, Gener ally, the maximum number of hours a client will spend in classroom training is thirty (30) hours per week and al lowances will be computed at the rate of $2.10 per hour through December 31, 1975. , The basic allowance pay ment will be increased to $2.30 per hour effective January 1, 1976 to coincide with the mini mum wage law. In addition, participants will be paid $1.00 per day for transportation and $1.00 per day for lunch. An incentive allowance of thirty dollars ($30.00) per week will be paid to social service recipients and in mates in correctional facili ties. The prime sponsor will eval uate its efforts based on the following criteria: i That 95 percent of course graduates are placed within 3 weeks in positions for which they were trained; That training programs are structured so that graduates earning power will have a high probability of progressively increasing to over 125 percent of the poverty level corrected by the C-O-L index factor. Provide that persons placed in unsubsidized employment will receive wage increments in amounts and at times regu larly scheduled by employers; That clients are selected so that at least 80 percent of each starting class successfully completes the course and that 'no more than 15 percent will terminate for nonpositive rea sons from classroom training or on-the job training. Provide that 95 percent of program graduates who are placed in unsubsidized employment will remain on the job at the end of 3 months, 75 percent at the end of twelve months.
