THE CHARLOTTE eNEWS, APRIL 4, 1908, B. & L. ASSOCIATIONS SHOULD BE EXEMPT Institutions Thst H?ve Done co Much As Heme Builders Are Menaced by the Tix Proposed in the Hepburn Di!l of 50 Cents On All Shares of Stock ir Corporations. That the rro;-.oscd tax of 50 cents on al! shares of stock in corporations, as provided for in the Hey burn bill, is a menace to local building and loan associations, is set forth in letters by Mr. S. YVittkev.sky, president of the Mechanics Perpetual, of this city, to Senator Overman and Congressman Webb. He says: "Dear Sir: Allow me as president of the North Carolina League of Local Building and Loan Associations, to call your attention to bill H. R. 18325, introduced by Congressman Hepburn, proposing a tax of 30 cents on each share of stock issued by any corporation, association, etc. This bill, if so passed, will kill off all building and loan associations in the United Slates. In the interim of hold ing (he state league convention of building and loan associations, which this year takes place at As'.ieville. July Sth and !Hh, when, if then still necessary, that body will take action in the matter, I respectfully urge you. Senator Simmons, and Mr. E. Y. Webb, to whom 1 will send copies of this let ter, to exert your utmost efforts to have exempted from said tax all "local building and loan associations. "The congress of the United States has heretofore on several occasions, recognised the great benefit these as sociations are to the American people, especially to the working classes, by exempting them from such taxation, notably so in the late Spanish-American war, when they were exempted from the stamp tax on shares or transfers and of mortgages. ''I trust that you will pardon me for giving you some statistics, national, state, and local, showing what status these associations hold to the eco nomic well-being of the nation, and what they arc capable of accomplish ing. " Tht re are today 3.300 such associa tions in the United States, with assets of $7.30.000,000, as much, if not more than the paid-in capital of all the na tional banks. They have a member ship of 2,000,000. "In North Carolina these associa tions have groWii in four years from! 27 to 110. The per capita of subscribed .shares four years ago was SI; in other words, $1,750,000. Today it is S3 per capita, or 10,000,000, with a member ship of 25.000. "In Charlotte alone, where we have three such associations, we have sub scribed 33,000 shares of par value of '.1,500,000. The Charlotte associations have made 1,000 loans for the building, improving, or taking up of mortgages on houses chiefly of the wage earners. "I respectfully call your attention to the 23th annual statement of one cf Charlotte's associations. From the foregoing one can readily perceive the important part these associations play in the social and economic scale of the American citizenship, as in the 'American homes' lie the safeguard of American liberty. A.llow me furth er to state that these associations are semi-philanthropic in their scope, as none of the officers receive any salary excepting the secretary and treasurer, and thnt salary is btit nominal when considering their arduous labors. Al low me further to impress on you, that you lay stress cf exempting all 'local' building and loan associations. "Yours verv trulv, "S. W1TTKOWSKY. "P. S. Shall be pleased, if desired, to furnish further data on the subject.'' MUSIC AT ST. PETER'S. Special Musical Service at Which Maunders Cantata Will Be Ren dered. At the Sunday evening service the choir will sing the cantata "Peni tence, Pardon and Peace," by J. H. Maunder. The pews are free at this service and everyone is welcome. The vested choir numbers thirty voices, with Miss Emma Leinbach solo soprano and Mr. John Fox tenor. This is the first opportunity given, to use the new organ as an accom paniment to a choral work of great importance. The tone and registra tion of this fine instrument is espe cially adapted to choir and service accompaniment. The order of ser vice will be as follows: Prelude and Fugue in C minor.. Bach Processional Hymn "The God of Abraham Praise." Evening prayer with a naddress, Annotating the cantata by the Rev. Harris Mailinckrodt, rector. The cantata, "Penitence, Pardon and Peace." Recessional Hymn "Hark! Hark! Mv Soul." Pestlude. Improvisation on the themes of the cantata. Leaflets with the words of the can tata and the hymns to be sung will be distributed to the congregation. DUG INTO OLD WINE CELLAR Workmen Unearth a Deep Flight of Steps in the Skyscraper Basement. A flight of stone stairs has been ex cavated by the -workmen digging in the basement of the skyscraper, and it attracted no little attention from passers-by yesterday. The steps lead down into one of the holes for the concrete pillars. They are believed to be by the oldest inhabitants the stairs that went down to the wine cellar of "Old Man Johnnie Irwin," who built the corner store which for 100 years nearly was one of the landmarks of Charlotte. The old well described in The News a few days ago is over o0 feet deep and the cost of filling it with concrete will be something like $800 extra, Con tractor Jones says. He does not anti cipate any extra expense in connection with the cellar, as it is well filled. Maunder's Lenten cantata, "Peni rrinn and Peace." will be sung at St. Peter's Episcopal Church tomorrow at the 8 o'clock, evening service, by a choir of thirty voices.
