( ieneral s (arr. representative ""oni Durham, however, ha drafted an equalization bill which '.uld seem to meet thc rejmre-"H-nts. It a elaborate docu ment, but seems to provide a sys tem of taxation fr,,m which the d"dger could not escape. In pri vate hie (ieneral Carr is a weal thy business man; in public life he is a broad-minded statesman in every sense of thc word. His 'dea is for the creation of the of fice of state tax commissione and a state board of equalizailo , with general supervisory power over the listing and assessment "f real and personal property in the several counties of the state, and whose duty it shall be to ad just as near as may be the valu ation of real property among the several counties. The authority which General Carr's bill would give the commissioner and board would seem to be sufficient to get an approximately fair and just assessment of taxes all over the state. There is no politics in it. The bill is founded on business principles. We shall be interest ed to see how the legislature will handle it." 1911, HIGH POINT, N. C.
