He complimented the town, stating that it is probably the third cleanest town of its size in the State, and that there is scarcely ever an epidemic of any disease in it. He claimed that this is largely due to the efforts of the women, of the town. He made a strong plea for a sewer in the western part of the town, and gave a vivid description of the way in which garbage is dumped near the roads. He asked that a. sanitary officer " be ap pointed, with power to remedy evils brought to his notice. Professor Graham next introduced Dr. Ilerty, to represent the aldermen. Dr. Herty stated ( that the aldermen are handicapped by finances. He -considered it their duty not to save money but to spend money wisely. He also declared that it is time for the people of Chapel Hill to stop depending on the University and to do' a Uw things for themselves.
