Terry Dover, the eastern area super visor for the North Carolina Solid Waste division of the Office of Environment, Health and Natural Resources, was on hand Monday to oversee the transfer station permit. He said his purpo.se was to ensure the Hoke facility fell in accordance with the temporary permit request to begin op eration. The facility meets temporary stan dards, but Dover said more drastic changes will be necessary to move to permanent permit status. “I don’t anticipate any problems with that either,” he said of the long-term project. Costs for the site undershot engineer ing estimates by almost $50,()()() City Utilities Director Mike McNeill said. The price for the transfer station is about $110,000, he said. The primary costs for the county will come with the closure of the landfill itself. It must place at least 18 inches of a clay-type material on the top portion of the landfill cells utilized from October 9,1991 to October 8,1993, Dover said, to meet federal regulations. Then the county’s landfill closure plan will come under the scrutiny of the state. State mandates include two feet of earth on the landfill, seeding, grassing in of the area, and erosion control. Hoke has six months to meet the state requirements. He said those plans tentatively look good, but Hoke m ust address other solid waste issues in the near future, including a “white” goods (appl iances with porce lain) collection by January 1 of next year, land clearing and inert debris as well. Cameron pushes for passage of ‘^Nicldes for Know-how’ A Large “yes” vote in the Nickels for Know-How referendum on Tuesday, November 9 will demonstrate that farm families are interested in their own fu ture, says Bill Cameron, chairman of the Hike County Referendum Committee. “The Nickels’ program is one of the best self-help programs in the country,” Cameron says. “It shows government leaders and consumers that farmers are willing to support agricultural research and education in order to stray competi tive in world markets.” The Nickels for Know-How Program was started by farm people in 1951. It Bonds enables the North Carolina Department of Agriculture to collect (from the manu facturers) two nickels per ton of feed and fertilizer produced. The money, about $500,000 annually, is turned over to the Agricultural Foundation at North Caro lina State University for agricultural re search and education. Users of feed and fertilizer have ap proved the program in 11 previous refer- endums over the past 36 years. A two- thirds “yes” vote on November 9 is needed to continue the program for an other six years.
