That Government that does not protect its citizens fails of the ob ject for which it was created and is a reproach among the nations. Where'! does the legislation of the late Gong. ess fail to meet the just expectations of the people and the ends of justice! All parties promised in the last presidential canvass to reduce taxation. The Ilepnblicans com mitted themselves to a revision of the tariff as folly as the Democrats did. Can anybody doubt what was nnderstood by revision T It matters not what party leaders designed, the people were led to believe that there would be a reduction, and when Republican leaders assert that they have kept their promise and revised the tariff they add in suit to injury. There is no higher authority in this country .ban Mr. Carlisle, and he asserts that the tariff bill which has just passed Gongress, and is known as the conferenceAill, increases the tariff from 45J To CO per cent. Nor is this all. The worst feature of the bill is its sectionalism. Governor Vance, in his great speech at Baleigh, brought this ont in these plain aad pointed words : "A few days ago, in the Senate, the sectionalism of the Republican party was aptly illustrated.' The grain growers of the West spend 110,000,000 a year for binding twine, the tax on which is $2,000,000. A Weatern Senator moved to put binding twine on the free list. I clapped my hands and said 'hurrah I' and I made a speech and voted UTtake off the tax and relieve tho Western farmers. In the South we make 7,000,000 bales of cotton every year, and It coats the farmers 13,000,000 per annum for cotton bagging. I moved to put cotton bagging on the - free list. Every unhung member ot the Republican party, except one, opposed it. In no county in the State have the blacks i'n:i ased in proportion to tho whites, and wherever a decrease is Bhown the colored population was invariably the loser. In the 4th Congiorsioisal district in 1881 the blacks were largely in the majority. Py (lie h at census this majority will be cut down, if not entirely wiped out. In all the other districts there will be a large white majority. Thu negroes are now in the majoiity in not more than half a dozen coi.nties in the State. When the negrocis are in a minority in Southern State or eounty the.ro h no race problem.
