In a 50-page report on a probe of crime and horror comic books, the Senate Juvenile Investigating committee in February, rejected government censorship of the in dustry as "totally out of keeping with our basic American concepts of a free press operating in a free land for a free people. The committee put on the pub lishers of comic books the pri mary responsibility for policing the industry and for measuring up to “standards of morality and de cency which American parents have the right to expect. After the subcommittee’s hearing last year, the report noted that the publishers formed the Comics Mag azine Association of America and adopted a code on Oct. 26, 1954. Judge Chas. F. Murphy, formerly a N. Y. City magistrate, was named administrator to enforce the code. The subcommittee said the code does not provide a ban on crime comic books. This committee head ed by Sen. Kefauver (D.-Tenn.) said that standards adopted by the industry or individual publishers “should not be directed to elimi nate only that which can be proved beyond a reasonable doubt to de moralize youth. Rather the aim should be to eliminate all ma terials that potentially exert de trimental effects.” The subcommittee said it was convinced by its investigation that “this country cannot afford the calculated risk involved in feeding its children" thru comic books, a concentrated diet of crime, horror, and violence.” Since 1945 there has been a striking increase, not only in ju venile delinquency, but also in crime by those under twenty!
