That sounded pretty sad! So it’s a pleasure to tell you that this figure is well out of date. New proposals are being presented and approved each week and matching funds are being provided by communities and private groups. Thus more and more Title XX funds are being put to use. Charlotte Bridgman, Chairman of the League Human Resources Com mittee, recently arranged an interview fjr the committee with Geraldine Palmer, Assistant Regional Director of the Division of Social Ser vices, and Christine DeSaix, Services and Program Supervisor. This took place at the Western Regional Headquarters for Title XX. The offices are located - did you know this? - right here in our own neighborhood on the grounds of Western North Carolina Hospital. Western Region, the committee learned, contains 34 counties. This explains some of Bun combe County’s problems of delayed funding and rejected proposals. The committee learned much from these dedicated and open public servants, Mrs. Palmer and Mrs. DeSaix. They lent a decidedly reassuring coloration to the term “bureaucrat.” They especially emphasized .he importance of public discussion in choice of ser vices by the state. This is a crucial part of the Title XX plan: citizen participation. Citizens, i.e., you and I, need to participate in the local planning meetings to be held early this year. When asked to name the greatest unmet need in county social services, Mrs. DeSaix replied, “Legal aid.” Duplicate Bridge The Duplicate Bridge Scores for Tuesday, Jan. 20 is as follows: North - South: a tie for first place - Mrs. Bart Bar tholomew and Mrs. Lester Snyder tied with Mrs. Winston Jennings and Mr. Bob Baugh man. Friends Of Library To Hear Talk On Historic Houses The Friends of the Library will meet on Monday, February 2 at 7:30 in the Educational Room of the Library. Mrs. Frances A. McDowell, chairmen protem of the Western North Carolina Heritage Center will bring to the Friends an interesting account of the history and restoration plans for the Smith-McDowell House, one of the oldest and finest brick dwellings in Asheville located at 283 Victoria Road on the campus of the Asheville - Buncombe Technical In stitute. In order to insure the preservation of the house, trustees of A-B Tech have leased the Smith-McDowell House to the Western North Carolina Historical Association for the establish ment of a regional history and culture center. The purpose of the Heritage Center is “To preserve and perpetuate the history and cultural heritage of the mountain region of North Carolina... to Keep alive the past to enrich the future." Mrs. McDowell has done considerable research in the history of the house which will be of interest to the long time residents of this area as well as to the newcomers.
