Prosperity Of Southeastern Region Focus Of New Economic Development Commission BY SUSAN USHER An economic development commission just created by the state legislature aims to give 11 southeastern North Carolina counties an opportunity to work together to advance the prosperity of the region as a whole, as well as their own locales. The new 15-mcmber Southeastern North Carolina Economic Development Commission will serve Bladen, Brunswick, Columbus, Cumberland, Hoke, New Han over, Pender, Richmond, Robeson, Sampson and Scot land counties. It is one of three regional commissions created by the legislature. The others will serve the northeastern and western sections of the state. "It's something new that I think will accomplish great things," said Rep. E. David Rcdwinc (D-Bruns wick). "It's an effort to redirect economic development activity from the bottom up. It's an attempt to get people together on a regional basis, where there is some degree of commonality." According to a study done by MDC, Inc., for The North Carolina Rural Economic Development Center Inc., in 1988, traditionally North Carolina counties have tended to work on their own to recruit industry and stim ulate growth, with multi-county initiatives rare. In fact, feuding between towns has often made even county wide cooperation difficult. However, the study contin ued, current economic trends, however, make the shar ing of budgets, resources and expertise among counties increasingly bcncficial. The 18 Councils of Government across the stale were created in the 1960s to promote multi-county coop eration and address regional growth issues, but for the most part haven't moved toward a regional focus in eco nomic development. The regional EDC could fill that gap "I think Rep. Rcdwinc showed real leadership in pulling this effort together," said Billy Ray Hall, director of the center. Rcdwinc envisions the regional commission's efforts being guided by the desires of the local communities within the region, not by the state. He said he wouldn't be surprised to sec the commission hold its meetings in various communities, to garner suggestions and ideas from residents as to economic development needs and strategics. "It's a real opportunity for people at the local level to participate, to identify what we want to be and develop our own road map for getting there." Rcdwinc said the commission isn't expected to com pete with state or local programs involved in industrial or economic development, but to complement their ef forts. "It will work with Chambers of Commerce, Com mittees of 100 and Economic Development Com missions and the State Department of Commerce," said Rcdwinc. "It will be a resource for information and help." In addition to the others powers and duties granted by the state to economic development commissions, the commission's general charge is to assess southeastern North Carolina's strengths and liabilities in terms of the area's contributions to the state's overall economic de velopment effort. It also is to develop and evaluate alter natives for the region's economic development, choose a plan and establish strategics for implementing it. "We can ask ourselves questions such as 'What do we need in our region?' When we identify a common need, then we can try to find a way to address it," said Rcdwine. Within the region communities or counties can de cide "What do wc want to be good in? We can decide who docs what the best, then work together," said Redwine. "We've drawn it loosely so wc can have a broad per spective," said Redwine. "We didn't want to tic their hands. The commission will be defining its role and fo cus." Based on the work of similar commissions in other states, in addition to or instead of traditional industrial development, the commission's focus could fall in one or more of four basic areas: ?infrastructure development such as water and sewer, natural gas lines or telecommunications links; ?human resource development such as leadership skills and strategic planning, education ami training; ?business enterprise development, including new sources of financing for capital and operations such as loan funds; or ?development focused on natural resources such as wa ter and land, including agriculture and aquaculture and tourism and recreation. The commission could serve as a vehicle for sup porting or expanding existing multicounty cooperative efforts spearheaded by other regional agcncies, such as UNC-Wilmington and Pembroke State University's work with education and leadership development, a pro posed fiber optics network, the Cape Fear Council of Government's groundwater project, or the Lower Cape Fear Water & Sewer Authority. While operating independently of the N.C. De partment of Commerce, its efforts will be funded in the department's budget and supported by staff within the department. It will receive S6(X),(XK) for 1993-94, in creasing to S1.25 million the following year of the bicn nium. Members will serve staggered, four-year terms, with five of the initial appointees to serve two-year terms. Three members will be appointed by the governor, two by the lieutenant governor, and 10 by the General Assembly, five upon the recommendation of the speaker of the House, and five upon the recommendation of the Senate's president pro tempore. Summer Season Is Off To A Great Start BY BILL DEARMAN, EXECUTIVE VICE-PRESIDENT South Brunswick Islands Chamber Of Commerce As the end of July approaches it is very clear that this could be a record year. The beaches arc alive with people. I am sure the hot weather has had something to do with the increased activity at the beach, as we locals also seek ways to beat the heat. It is a real pleasure to walk the beach and watch the families as they play in the sand and in the surf. The little ones take great delight in building sand cas tles and watching them do battle with the incoming sea. Another favorite amusement is either being cov ered with sand or covering their brother or sister with sand. When you are on the beach, time takes on a whole new dimension. I cannot quite put my finger on it, but it seems to pass at a different pace. Not necessarily faster or slower, but smoother and more invigorating than at other places. On weekends I love to take long walks, sometimes as long as two hours. On these walks to the cast end of the island 1 past through parts of the beach covered with people, then as if by magic, for a hundred yards or more there is no one. All alone on the beach 1 can let my mind go and wander wherever it wants to go. Often it is off in its own world, leaving me to go somewhere to be refreshed and rejuvenated before returning to its conscious place within my mind. All at once I am alert, people are again covering the beach. The sound of children laughing, people talking, radios playing, and the smell of suntan lotion bring you back. The season has begun. The people are back and the South Brunswick Islands are again alive with the hustle and bustle of life. This is a time to enjoy the change that has transformed our quiet part of the world. Like the change of seasons cures the boredom of the passage of a lime, the change in the makeup of our population adds some spice to our lives. All too soon our visitors will be gone, and their laughter will fade away for this year. I, for one, am enjoying this departure from the nor mal. The whole area has taken on a new cxcitcmcni that can serve us well if we arc open to learning and growing. Co-op To Retire $406,221 In Capital Credits Early Brunswick Elcctric Membership Corp. will retire S406,221 in capital crcuils for the years 1975 and 1976, as well as 10 percent of the capital credits for 1992. The early refunds were sr nounccd Friday, July 15, by the BE MC Board of Directors President Hubert Brittain and General Man ager David Batten. The member-owned cooperative exists to provide electrical service at no cost, not to make a profit. Any money remaining after expenses represents the membership's equity on its investment in the co-op, or capital credit, said Philip Morgan, member services representative. Capital credits arc refunded to members based on members' elec trical usage during a specific year. There arc two types of refunds for capital credits, according to a BE MC news release. Cooperative by laws call for general retirement and issuance of credits on a 20-year ro tating basis, or by a resolution of the board of directors. "Since I've been here we have consistently stayed a little bit ahead (of the 20-year schedule)," said Batten. The 1992 partial refund is some thing new, however, he said, and was done in an effort to include as many current members as possible in the capital credit refunding. Batten said BEMC checked with federal regulators to make certain the 1992 issuance was allowable. "We had been looking at it for a while." Also, capital credits can be retired upon the request of a legal represen tative of the estate of a deceased member. If the membership of the deceased was joint, the surviving spouse may file a request for one-half of the available capital credits to the estate. In August BEMC plans to mail capital credit refund notices to mem bers who had active services in any or all of three years: 1975, 1976 and 1992. The notices are to be returned to BEMC indicating how the capital credits arc to be refunded. Active members will have the choice of re ceiving a check or applying the re fund to their account. Capital credits for inactive memberships will be re funded by check. Both active and inactive members must return notices by Nov. 30, in order to receive a capital credits re fund. Batten said he expects all capital credits to be issued before Dcc. 15, starting in September and October with credits being applied to bill payments and continuing with is suance of refund checks in Novem ber and December.
