C, Thursday, August 14, I Zoning And (Continued from under the Coastal Area Management Act, all plans must be reviewed every five years. Accordingly, any zoning ordinances which' may be in existence at the time a plan is reviewed should be changed to reflect the ( revised plan. Community views change as well as technology plans, and zoning ordinances must also change. So while planning and zoning are not the same thing, they are certainly related. Neither is any good without the other. A plan without zoning is as worthless as zoning without a plan. But combined they can serve to give Jthe county and the towns specific goals to reach and a direction in which to strive. They tell newcomers and visitors that the people of the county are Planning Page 1) concerned about their future and want to shape it aa much as possible. It indicates that 20, 30 or even SO years from now, Perquimans County will still be a pleasant area in which to live. The mistakes made elsewhere can be avoided by good sound planning practices and zoning ' ordinances which reflect what citizen planners have adopted in the overall plan.
